Dear Sir:-
We enclose a copy of the opinion in Lexington vs. County
Commissioners. We agree with the law substantially as it is stated
in the opinion of the court, but we do not agree with what the court
assumed to be the facts. The court ignored the fact that the work
of the county commissioners was outside of the original order.
