Dear Mr. Fields,
This letter is to set the terms on which the Trustees of Public Trust agree to hold the Richard “Dick”
Michelson Scholarship Fund, which I’d like toestablish.
1.The Trustees will hold and invest the fund as part of the Endowment Fund administered by them
for the benefit of the Town of Lexington.
2.Each year the fund will transfer to the Lexington Scholarship Committee of their designated
successor, ¾ of the annual net income.
3.¼ of the annual net income and all capital gains shall be transferred to the principal.
4.Each year the Lexington Scholarship Committee shall award one or more scholarships to be
known as the Richard “Dick” Michelson Scholarship. To be eligible the recipient must meet the
following criteria:
a.Be a graduate of Lexington High School or Minuteman Technical High School;
b.Have demonstrated the skills and the initiative to merit higher education, which may be a
two or four year college program or a one or two year technical program;
c.Demonstrate financial need;
d.Have demonstrated a respect for Lexington as a “community”;
e.Every effort should be made to give equal consideration to graduates of both schools.
5.The Lexington Scholarship Committee shall allow a member of the Michelson family, as long as
they are willing and able to serve, to present the scholarship to the recipient at the annual
awards night.

Dear Board Members,
The Lexington Retailers Association (LRA) requests permission to have exclusive use of the Muzzey St./
Waltham St. parking lot on Saturday May 26,2018(with a rain date of June3) from 5 a.m. to 5 p.m., for
rd
the purpose of hosting the 39annual DiscoveryDay Street Fair. In addition we request the use of Emery
Park, from 3:00 p.m. to 6 p.m. for an Outdoor Concertby a local band playing family oriented music.
During Discovery Day the LRA will be placing portable toilet facilities in the Waltham/Muzzey St. parking
lot, and temporarily convert the parking spaces at either entrance to handicapped parking for the duration of
the event. We also want to work with the DPW to provide temporary bike racks for the event.
For the purpose of event publicity we request permission to:
-erect seven temporary signs at the following locations:
1)on Emery Park, starting May 11and ending at the conclusion of the event;
2)on Massachusetts Avenue sidewalk near the Police Booth, during the event;
3)on Massachusetts Avenuesidewalk at Waltham Street, during the event ;
4)on Massachusetts Avenue sidewalk at Muzzey Street, during the event;
5)on Massachusetts Avenue sidewalk at the Alley between #’s 1776-1780, during the event,
6)on Waltham Street sidewalk at the Alley between #’s 11-25, during the event;
7)at the Bike-path, in the area by the crossover behind 1775 Mass Ave, during the event.
-park a flat bed trailer in Lexington Center on Massachusetts Avenue in two metered parking spaces in
front of Depot Square starting on Friday May 18and ending on the morning of Discovery Day. A banner
publicizing Discovery Day would be hung on the trailer.
-provide Free parking atthe Central Business Districtparking meters, and not charge for parkingin the
Depot Lot on Discovery Day. In the past the LRA covered the meters with a bag which publicized the free
parking and the event. They would be attached late in the evening prior to Discovery Day and removed
after the event. The bags work in conjunction with the above sidewalk signs.We understand using these
old bags could harm the new meters, but would like to continue this publicity. We would work with the
Parking Management Group to develop an appropriate method.
Last year, over80 of Lexington’s businesses, civic organizations and municipal departments transformed
the Waltham /Muzzey St. parking lot into a fun filled, family oriented street fair. We appreciate the
cooperation the Town provided last year, and look forward to working with you again.
The enclosed page is designed to address questions you may have about Discovery Day.

Q & A -Discovery Day 2018-Saturday May 26
Q.What will occur during Discovery Day?
A. Discovery Day consist of two events located indifferent venues. There is a street fair
in the Waltham St/Muzzey St parking lot and an outdoor concert in Emery Park.
Q.How will the Muzzey St./ Waltham St. parking lot be used?
A. The parking lot will be closed to all vehicular traffic at MuzzeyStreet and Waltham
Street, parking will be prohibited, and a pedestrian mall will be created. Participants will
be assigned specific locations. The following is a tentative schedule:
5 a.m.Close the parking lot to public vehicular traffic
Participants begin set-up
10 a.m.Participants open to public
3 p.m.Participants close to public
Participants breakdown and cleanup
5 p.m.Parking lot reopened to public vehicular traffic
Q.Who will be allowed to participate?
A.Lexington retail and service businesses; Lexington community organizations; and
Town of Lexington departments and committees
Q.What will occur at the street fair?
The Participants will be allowed to conduct the following activities:
Businesses-promote their businesses and sell merchandise
Community organizations-promote their organization (fundraise with LRA
approval)
Town Departments/Committees–promote their groups (fundraise with LRA
approval)
In addition, the LRA will provide family oriented entertainment in the parking lot. This
may include, but may not be limited to live music performances and live dancing
performances.
Q.What is happening in Emery Park?
A.A family oriented outdoor concert from 3:30 p.m to 6 p.m. In the past the
Nowheremen, a Lexington based Beatles cover bandperformed.But at this time we have
not yet hired a band.
Q.What will the charges be to participate?
A.Charges will be assessed to cover the expenses involved in promoting and
implementing Discovery Day. Those expenses will include mailings, advertising,
entertainment, rental costs, and town services, as examples. Businesses will be charged
a set fee to participate. Lexington community organizations will be charged a highly
discounted nominal fee, and Town of Lexington departments and committees will be
allowed to participate for free.
Q.What town services will be required?
A.As in the past, we will work with the Police Department for detail officers required for
closing the lot for the event. In addition,the DPW assists with site set-up, recycling and
rubbish bins, trash disposal and site cleanup. We will again pay the costs for LEXPRESS
to operate during the event allowing the public to ride for free.

AD HOC STONE BUILDING STAKEHOLDERCOMMITTEE
Members: Nine,an architect who is a Lexington resident, a museum professional,
preferably with curator experience, who is a Lexington resident,a
representative from each of: the Cary Memorial Library Trustees, the
Historical Society, the Historical Commission, the Historic Districts
Commission, as well as a member of the Lexington arts community and an
East Lexington resident.
Appointed by:Board of Selectmen
Length of Term:Uponcompletionof allrecommendations to the Boardof Selectmenin
accordance withthe established deliverables schedule as outlinedbelow.
Meeting Times:Asdetermined by the Committee.
Aminimum ofoneeveningmeetingto solicitpublic commentshall be
required.
Description: This committee will prepare a feasibility study on the use of the first floor of
the historic Stone Building for lease to museums and historical societies for
traveling or rotating exhibits. Prior to advancing further preservation
investments recommended in prior Town studies, this committee would
ascertain market interest among local and regional arts and cultural groups in
utilizing the first floor exhibit space. The committee would research such
groups and gauge interest in using the space for rotating exhibitions open to
the public in a manner consistent with the prior reports.
In 2016, the Executive Director of the Lexington Historical Society expressed
interest in exhibiting items from its collection, and suggested undertaking a
feasibility study that would gauge the interest level of other exhibitors in
showing collections and artifacts at the Stone Building. The Lexington
Historical Society isnot seeking to take on the responsibility for the
management of the Stone Building, or for making the Stone Building its
archive or permanent museum.
Knowledge, expertise and contacts in the regional museum and exhibition
profession is desired on this committee to identify contacts with museums and
historical societies, and to objectively survey and report on thelevel of
interest that could reasonably be expected from these exhibitors. Operating the
Stone Building for public use would have associated costs, and the type and
degree of exhibitors’ rental or lease interest must be gauged to project whether
a portionof the operating costs could be coveredby lease revenue from
exhibitors. This feasibility study will therefore help determine if this use
justifiesbudgeting further preservation upgrades to the building, or if different
uses should be contemplated.
Tasks:
1)To determine the feasibility and market demandfor operating the Stone
Building as exhibit space on the first floor. This use appears to be consistent
with the uses detailed in the deed. Future use would also have to be consistent
with the Secretary ofthe Interior’s Standards for the Treatment of Historic
Properties.
2)Reviewthe 2010 Historic Structures Report and the 2008 and 2009
Lexington Heritage Center Working Group work.
3)To determine the scope of potential interest in paying the Town to rent the
exhibition space and mount exhibits by contacting or surveying regional
museums, historical entities, and exhibition professionals, including but not
limited to the Lexington Historical Society.
4)To determine the operating cost of staffing, publicizing andadministering
exhibits.
5)To determine (or update) the capital costs to design and fit out the interior
with ADA accessibility/bathrooms and the climate control and exhibition
display furnishings (e.g., panels, false walls, display cases.)
6)To prepare a report summarizing the market interest and potential
operating and capital costs to carry out this use.
Vision:This use of the first floor was one of the uses recommended in the 2010
Historic Structures Report funded by Town Meeting, and advanced in 2008
and2009 by the Lexington Heritage Center Working Group. This use is also
consistent with the use restrictions on the Stone Building detailed in the deed.
If this use is determined to be feasible, budgeting for the recommended
preservation work on the StoneBuilding could be justified, and the future of
this landmark building could be more secure.
The Stone Building is believed to be one of the earliest lyceums in America. It
was built in 1833, and speakers included Ralph Waldo Emerson,Henry David
Thoreau,Charles Sumner, and Josiah Quincy, Jr.The lyceum hall is on the
second floor. The Menders Torrey Spencer report recommends that the second
floor be used in the future as it was historically, as an assembly room for
public lectures and community meetings. The first floor was believed to be
living quarters. The recommended uses are consistent with the Secretary of
the Interior’s Standards for the Treatment of Historic Properties.
Mission:To preserve the Stone Building by researching the feasibility of exhibition
use of the first floor, thereby supportingfuture Town investment to
implementthe preservation recommendationsofthe 2009 Historic
Structures Report.
Deliverables: Reportaddressedto Board ofSelectmen on the feasibility of the proposed use
nolater than November 16, 2018.
Criteria for Membership: Experience in preservation architecture, experience and contacts in
museum exhibitions or museum curating and New England regional historical
societies is highly desirable. Experience in administration and financial
aspect of operating a public exhibition space. Familiarity with the Secretary of
the Interior’s Standards for the Treatment of Historic Properties.

Prior to serving as a member of this committee, members are required to:
1.Acknowledge receipt of the Summary of the Conflict ofInterest Statute. Further, to
continue to serve on the Committee the member must acknowledge annually receipt of
the Summary of the Conflict ofInterest Statute. Said summary will be provided by and
acknowledged to the Town Clerk.
2. Provide evidence to the Town Clerk that the appointee has completed the on-line
trainingrequirement required by the Conflict ofInterest statute. Further, to continue to
serve onthe Committee, the member must acknowledgeevery two years completion of
the on-linetraining requirement.

Planning for the 2018 lebrations
Committee is asking you, a member of the Lexington business community, for your support to
help offset the costs of bringing wonderful bands, marching units and floats to Lexington. If you
have been a sponsor in the past Thank You! If you have not yet participated, please consider
becoming a Parade Sponsor in 2018. It is a great way to show your support for, and involvement
in, your community.
This year, the Committee is offering a tiered program of sponsorship. All sponsoring businesses
, as well as recognition
from the Parade reviewing stand on the day of the Parade. Depending on your level of
contribution, your business may also be recognized as a sponsor of one of the marching units by
a banner with your business name and logo carried in front of the unit. Additionally, you may be
interviewed live before the Parade by LexMedia as part of the local televised Parade coverage.
A description of the rewards for each sponsorship tier are included with this letter, along with the
sponsorship form. The specific marching units assigned to sponsors will be related to their
contribution level, although we are committed to addressing the wishes of previous sponsors who
have historically sponsored certain marching units.

RE: The 2018 Lexington Fife and Drum Tattoo
Dear Board of Selectman,
On behalf of the William Diamond Junior Fife and Drum Corps, we would like to make
the following requests in regards to the Lexington Fife and Drum Tattoo, Friday,
May, 4th 2018:
Lexington Fife and Drum Parade and Tattoo:
Assistance from the Lexington Police Department (LPD) at the Bedford Street
crosswalk located at the Minuteman Statue.
Assistance from the LPD for traffic control during the 10 minute parade from
St. Brigid Parish to the Battle Green.
A meeting with the LPD will be requested by WDJ in early 2018 to discuss this
event.
Lexington Fife and Drum Tattoo Parade:
The Parade will depart St. Brigid Parish driveway at approximately 6:50 pm and
march east on Massachusetts Avenue, bear left onto Harrington Road, and
enter the Battle Green at 6:55 pm between the Harrington House and First
Parish Church. Exact location to be determined.
Total number of marchers will be approximately 60 people.
Lexington Fife and Drum Tattoo:
Use of the Battle Green for the Lexington Fife and Drum Tattoo. The Tattoo is
expected to begin on the Battle Green at approximately 7:00 pm and last for
approximately 1 hour.
The Tattoo involves 4 historical 4-5 historical musical groups that will each play
10-15 minutes on the Battle Green. This event will be an exact replica of the
2015 Lexington Fife and Drum Tattoo.
WDJ will request the roping off of a performance area on the Battle Green from
the Department of Public Works. The area will be an exact set-up as was
carried out for the 2 previous events.
A meeting with the DPW will be requested by WDJ in early 2018 to discuss this
event.
