Fuang-Ying Huang, Vice Chair Tanya Gisolfi, Clerk Minutes for February 2, 2018 Meeting Present: • Members: Sean Osborne, Tanya Gisolfi, Lieutenant James Barry, Bonnie Brodner, Fuang-Ying Huang, Charlotte Rodgers, Mary Ant6n, Jeffrey Toronto • Liaisons: Doug Lucente (BOS), Aidan Evelyn (Police), Stanley Yap (CAAL), Deb Zucker (LexPride), Mona Roy (SEPAC/LEXDESI) • Guests: Meeting called to order at 8:02 AM, Quorum was present at 8:02 AM. Minutes from January 22, 2017 meeting were reviewed with minor amendments. Whereupon the motion was made by Ms. Ant6n, the motion was seconded: Resolved: to approve the minutes for the January 22, 2017 meeting, as amended. Chair Report—Invitation to Peter Kelley's Reception to Honor 15 years of service. A discussion was had about whether the LHRC should march in the Town Patriot's Day Parade this year. In past years we have had members march. Unfortunately, this year no one is available and therefore, the LHRC will NOT march this year, but hope to next year. A motion was made by Ms. Haung and seconded Resolved: the LHRC will not march in the 2018 Patriot's Day Parade, however, every attempt will be made to march next year. LPS Student Discipline Survey Update—Things are proceeding with the support of all parties. MLK Day of Service Report—LHRC received great publicity from the MLK Community Conversation on Race, which drew over 170 participants (up from 160 late year), nearing capacity. Many Town Departments supported the day by posting notice of the event including the Police Department Twitter Account. LICA, Lexington Minuteman, Grace Chapel all contributed to the day's success. Many suggested actions and comments were reported by the small group tables after Daniel Losen's presentation kicked off a discussion, including: 1) Expand the responsibility in town for dismantling white privilege so all parents can advocate and each parent participates as an equal. 2) Ensure the student voice is louder - facilitated session with students and teachers 3) 2-day test run or short-term audit for AP classes for all students 1625 MASSACHUSETTS AVENUE•LEXINGTON,MASSACHUSETTS 02420 4) Ensure there is adequate implicit bias testing and training for teachers and administrators including a facilitated session with students and teachers 5) Suggested review by teacher- teacher disciplinary actions across race 6) Short term audit of an AP class for all students 7) Use restorative justice tools with witnessing non-suspension tactics 8) With each suspension a kid gets put down a negative track-with more suspicion/negative expectations of that child. 9) Teachers and Parents need the tools - training on implicit Bias is one tool 10)Increase accountability of Chapter 222 laws - How quick is intervention being implemented? 11)Require implicit bias testing/training and cultural competency requirement for LPS employees and all folks working with kids 12)Second suspension automatically occurs 13)Dialogue with students 14)Consider having a couple of elected students on school disciplinary committee - to determine how serious an incident is, and what consequence/action/remediation is most appropriate 15)All teachers, students and committee members should take AT and do training. 16)Look at disciplinary action across the school system 17)Implicit bias training 18)Need more information about remedies 19)More positive feedback for non-academic achievements 20)Condition the school system from preschool stage 21)Training and celebrating in a way that all are one side 22)See positive energy in a child. Rather than punishing 23)Bringing up this discussion in the site Council meetings and including in school improvement plan 24)Creating conversation 25)Implement policies that exist 26)Examine what we are doing to help teachers/administrators 27)Understand implicit bias 28)Suspension of less than 10 days vs disparity among groups black, white, etc. 29)Include classes on diversity in school- classes on African American history.
