HomeMy WebLinkAbout2017-03-30-BASS-min Board of Assessor's Meeting Open Session Minutes March 30, 2017 A Meeting of the Board of Assessors was held on March 30,2017 at 8:45 a.m. in the Captain William Reed Meeting Room of the Town Hall Office Building. In attendance: Gregory Johnson, Chairman, Edmund C. Grant, Member, Casimir Groblewski, Member, Robert F. Lent, Director of Assessing,Michael Golden,Assistant Assessor/Residential Field Manager and Sandra Pentedemos,Administrative Assessor as Secretary. The Chairman, Gregory Johnson called the Meeting to order at 8:45 a.m. Open Session Public Comment Time: There were no attendees. The Board held discussions of Financial Issues including Overlay Fund. Director Lent informed the Board of the Overlay and Overlay Surplus rule changes effective November 7,2016 in the Municipal Modernization Act.These changes were presented at the latest DLS Municipal Law session by the Bureau of Accounts Deputy Director Tony Rassias. Also refer to the IGR 16-104 Overlay and Overlay Surplus for the understanding to the rules of the Overlay funding. Director Lent presented discussion with updates from DLS/DOR Representative Nate Kramer's visit and review of the fiscal year 2018 valuation model and town wide cyclical inspection program based on the Memorandum of Understanding.. Director Lent presented discussion of the Towns Board of Selectmen's local option to adopt the valuing process of Supplemental Taxation of New Construction. Refer to MGL 59 2D,Acts of 2003 Chapter 46 Sections 41 &42. Director Lent presented discussion of the Towns Board of Selectmen's PILOT Agreement with Brookhaven of Lexington. See Towns Board of Selectmen's PILOT Agreement with Brookhaven of Lexington. . Chairman Johnson made a motion that the Board of Assessors go into Executive Session under Purpose 7 of the Open Meeting Law in order to deliberate Fiscal Year 2017 Statutory Exemptions, Real Estate and Personal Property Abatement Applications since deliberation in Open Session would be detrimental. Roll call vote, 3-0 in favor to go into Executive Session at 9:25 a.m. Executive Session occurred here: details may be viewed in separate Executive Session folder. Upon motion duly made and seconded,the Board of Assessors adjourned the Executive Session at 10:50 a.m. and returned to Open Session of the Meeting. Open Session The Board unanimously voted 3-0 in favor to approve the Fiscal Year 2017 Statutory Exemptions under Chapter 59 Section 5 Clause 41A and the Community Preservation Act Surcharge under Chapter 44B. The Board postponed review of the remaining exemptions as listed until the next Meeting. (See list in Executive folder). Chairman Johnson made a motion that the Board of Assessors go into Executive Session under Purpose 7 of the Open Meeting Law in order to deliberate Fiscal Year 2017 Real Estate and Personal Property Abatement Applications since deliberation in Open Session would be detrimental.
