Open Session Minutes
February 16, 2017
A Meeting of the Board of Assessors was held on February 16, 2017 at 8:45 a.m. in the
Selectmen Meeting Room of the Town Hall Office Building.
In attendance: Gregory Johnson, Chairman, Edmund C. Grant, Member, Casimir Groblewski,
Member, Robert F. Lent, Director of Assessing, Michael Golden, Assistant Assessor/Residential
Field Manager and Sandra Pentedemos, Administrative Assessor as Secretary.
The Chairman, Gregory Johnson, called the Meeting to order at 8:45 a.m.
Open Session
Public Comment Time: Chairman Gregory Johnson welcomed the public.
Resident Prakash Vladamani of 138 Grove Street spoke about the status of the Board's decision
to continue the 3ABC tax exemption for Brookhaven at Lexington based on the Department of
Revenue standards for non-profit, Charitable Organizations. Mr. Vladamani viewed Brookhaven's
mission online and feels they should be taxable. He requested that the Board respond to two
questions: How familiar is Town Counsel with tax exempt entities?Who was the Board's financial
expert and who did the analysis of the finances?
Chairman Johnson stated that the Board decision in the 3ABC tax exemption was based on the
3 Step process of the Department of Revenue as described. Both the Board and Town Counsel
performed a comprehensive study analysis.
Resident David Kanter of 48 Fifer Lane spoke about the Brookhaven's Town Meeting Article to
rezone and asked that the Board publicly disclose the Meeting Minutes.
Chairman Johnson stated that once the September 12, 2016 Meeting Minutes have been
approved by the Board, they would then be available for public disclosure.
There were no discussions of Financial Issues including Overlay Fund.
Chairman Johnson made a motion that the Board of Assessors go into Executive Session, under
Purpose 7 in order to deliberate Fiscal Year 2017 Statutory Exemptions, Real Estate and
Personal Property Abatements that would be detrimental in Open Session.
Roll call vote, 3-0 in favor to go into Executive Session at 9:15 a.m.
Executive Session occurred here: details may be viewed in separate Executive Session
folder.
Upon motion duly made and seconded, the Board of Assessors adjourned the Executive Session
at 11:30 a.m. and returned to Open Session of the Meeting.

The Board unanimously voted 3-0 in favor to approve of the Fiscal Year 2017 Chapter 59,
Section 5 various Clauses of Statutory Exemption applications. (See list in Executive folder).
The Board unanimously voted 3-0 in favor to approve of the Fiscal Year 2017 Chapter 59,
Section 59 Real Estate Abatement applications. (See list in Executive folder).
The Board unanimously voted 3-0 in favor to approve of the Fiscal Year 2018 Recreational Land
Classification of Chapter Land on all but one parcel. (See list in Executive folder).
There was no review or discussion of previous held Meeting Minutes.
There were no Appellate Tax Board litigations to discuss.
The Board of Assessors next Meeting will be held on March 1, 2017 at 8:45 a.m,
There being no other business a motion was duly made and seconded at 11:45.m. to adjourn the
Meeting.
