Sharon MacKenzie R.N., CCM, served as Chair Person. Director Cody reviewed the Community Health Report; The Office of Public Health and Lexington Lions Club distributed Diabetes educational material at the September 26th Lexington Farmers Market, as well as providing blood pressure screening. The Public Health Nurse is working with the school nurse at the Lexington Christian Academy to provide flu shots free of charge to the 44 students that reside in the dormitories of the Lexington Christian Academy. Youth Mental Health First Aid classes were recently offered at the Lexington Community Center on Saturday, September 23rd and Saturday, September 30th. 14 Participants attended the September 23rd session. YMHFA classes will also be offered to Lexington Public School teachers as part of their professional development on October 3rd, 10"', and 17th. A kiosk for over the counter and prescription medications and a kiosk for medical sharps were approved at the September 7d'Lexington Historic Districts Commission meeting. The kiosks will be located outside of the rear entrance to the Lexington Town Offices Building and will supplement the existing medical waste collection program offered by Lexington Office of Public Health. The influenza vaccine will be available for Lexington residents at the Lexington Public Schools Administrative Offices Building gymnasium on Saturday, October 28, 2017 from 10:00 AM to 2:30 PM. Decision regarding proposed Bodyworks Regulation; On September 27, 2017 a hearing was conducted to discuss the adoption of updated body Works Regulations. At the hearing two parties spoke in favor of the proposed regulation, none were opposed. After a brief discussion, of the public comments (see minutes from September 27, 2017), Burt Perlmutter, M.D.proposed a motion that stated, "The Lexington Board ofHealth move that the Board adopt:Regulations Governing the Practice of Bodywork, in accordance with the draft regulations dated May 23, 2017 discussed at this meeting subject to such other non-substantive changes to the numbering of and correction of typographical errors in those regulations as may be necessary."John J. Flynn, seconded the motion. All were in favor. Informal discussion—leaf blowers; Pamela Lyons, Lexington Resident, met with the board to discuss a proposal for a ban of leaf blowing from an annual period of June 1 through September 1. After some discussion, the board requested that Ms. Lyons meet with the board again after conducting more research. Environmental Health report was reviewed and the following topics were discussed; Plan Review, Wicked Bagels; Wicked Bagels has completed a food plan review with the Office of Public Health. Jack Mahoney, owner, met with the Board to request a permit to Operate a Food Establishment. After some discussion Burt Perlmutter, M.D.proposed a motion that stated, "The Lexington Board ofHealth grants an Annual Permit to Operate a Food Establishment to Wicked Bagel, contingent upon a satisfactory food inspection report, including no critical violations. Compliance must be achieved with the food code, otherwise administration action may be taken including but not limited to fines or an order to hire a food consultant for additional training."John J. Flynn, seconded the motion. All were in favor. 4 Baskin Road; A resident at 4 Baskin Road reported to the Office of Public Health that she has been feeling ill since a small cell equipment pole was made active on Baskin Road. C2 Systems conducted a site visit to collect RF data on October 18, 2017. A report from C2 Systems will be received within 21 days. 32 Tyler Road; On Wednesday, September 27, 2017, the Lexington Board of Health met to conduct a public hearing and to obtain comments regarding an order to vacate that was issued from the Office of Public Health. At the conclusion of the hearing for 32 Tyler Road, the BOH made a motion which stated; "The Lexington Board ofHealth is in agreement that the home at 32 Tyler Road is Unfit for Human Habitation and the Order to Vacate issued on September 8, 2017 remain as written."All BOH members present were in favor of the motion. 48 Lincoln Street; The Office of Public Health received notification that the referenced property may be abandoned. The Health Director is currently investigating the claim further, and will present further information at the November 15th BOH meeting date. 198 Follen Road; The Office of Public Health was notified by a resident that the referenced property had significant vegetative overgrowth, and a concern expressed for the current occupant. The Health Director is currently investigating the claim further, and will present further information at the November 15th BOH meeting date. 1798 Massachusetts Avenue; An Order To Correct letter was issued on September 22, 2017. This case is currently ongoing (See September 27, 2017 meeting minutes for more details). 8 Skyview Road; On October 17, 2017, Gerard Cody, Health Director conducted a lead paint determination at the home. The determination found lead paint in violation of the Lead Law, Massachusetts General Laws, chapter 111, section 197, and the Massachusetts DPH Lead Poisoning Prevention and Control Regulations, 105 Code of Massachusetts Regulations (CMR) 460.000. An Order To Correct was sent to the property management company as well as the homeowner. The Management Company is currently coordinating with the Office of Public Health. Updates will be reviewed at the November 15, 2017 BOH meeting. The Emergency Preparedness report was reviewed and the following topics were discussed; The region 4AB jurisdictional risk assessment was conducted on Monday, October 2nd in Somerville with representation from members within the 5 core disciplines of the HMCC. From the meeting, two mitigation strategies were voted on and selected as primary focus for the MRPC going forward in BPI and potentially BP2. These mitigation strategies are intended to help the HMCC focus on the key issues that stakeholders believe the region can improve on. The regional HMCC stakeholders meeting was recently held in September at Newton Wellesley hospital. The next stake holders meeting is scheduled for December 13th from 1:30pm-3:30pm, with location to be determined at this time. Planning for the 4A regional project is still in the early stages. Currently the project is waiting for the release of new EDS guidance before the beginning the initial review of community EDS plans. Once the new EDS guidance has been released community plans will be reviewed briefly before scheduling meetings/workshops with a small group of communities to update plans and discuss/suggestions for updates. David Geller, M.D.,motioned that the meeting be adjourned and Sharon MacKenzie R.N., CCM, Acting Chair, seconded. All were in favor. The meeting adjourned at 8:22 PM. It was noted that the next meeting will take place on Wednesday,November 15, 2017.
