Ms. Fenollosa called the meeting to order at 4:01 PM.
CPA Financials Discussion – Town staff, Ms. Kosnoff and Mr. Case, reviewed the latest CPA
finances with the Committee. Lexington received a final state match from the Department of
Revenue for $1,215,638, or 17.5%. This state match actuals, combined with an updated
surcharge revenue projection, totals a final FY26 revenue projection of $8,535,638, about
$245k above the original estimate. Town staff also reviewed an updated annual debt service
payment for the Munroe Center project from $490k to $480k, reflecting an interest rate
decrease from 4.5% to 4%. Ms. Kosnoff reviewed the Town’s allocation process for CPA
revenue.
Ms. Kosnoff reviewed the alternative FY27 budget, which replaces the previously authorized $2
million debt allocation for the Munroe Center with CPA cash. This funding plan would fully
spend the Historical Resources Reserve fund and use $350k in Unbudgeted Reserves. The CPC
would maintain an Unbudgeted/Undesignated reserve balance of approximately $2.7 million,
well over the $1.5 million target reserves. This plan would also relieve the CPC from any debt
obligations.
After a motion duly made and seconded, the Committee voted by a roll call vote to recommend
to Town Meeting to rescind the $2 million debt funding for the Munroe Center for the Arts
project, previously authorized by the 2023 Annual Town Meeting Article 10b, and instead fund
the $2 million with CPA cash (9-0).

Ms. Kosnoff left the meeting at 4:25 PM.
FY27 Funding Request – Public Facilities – Playground Infrastructure Upgrades – Mr. Cronin
requested $100,000 for playground fencing at Bridge Elementary School and Fiske Elementary
School. The Committee discussed with Mr. Cronin the safety benefits of the project, as well as
the fencing material and design.
Ms. Fenollosa conducted a straw poll on the Committee’s support for the project (6-0-3). Mr.
Linton, Mr. Sandeen, and Ms. Walker abstained.
Ms. Fenollosa updated the Committee on the latest status regarding the LexFarm Chimney. Mr.
Cronin confirmed that there is no request for a CPA funded project with the chimney. Mr.
Cronin also updated the Committee on the Munroe Center for the Arts and the Stone Building
projects, confirming that there was an active RFP for the Stone Building’s occupancy and that
the Town’s project scope for the building is dependent on the eventual occupant.
Mr. Cronin left the meeting at 4:45 PM.

Committee Business – Ms. Fenollosa confirmed the schedule for the 2025 Needs Assessment
Report (NAR): section drafts due to Mr. Case by December 2, discuss the NAR draft in a public
meeting on December 4, and hold a public hearing on the NAR on December 11.
After a motion duly made and seconded, the Committee voted by a roll call vote (9-0) to
adjourn at 4.54 PM.
