Public Hearing for Grant of Location
Install and maintain approximately 400 feet of 2” gas main in Spring (Old Spring) from
the existing 2” main at House #154 northerly to the private way to serve House #’s 149,
149A and 151.
EXECUTIVE SUMMARY:
The Department of Public Works/Engineering has reviewed the petition, plan and order
of National Grid for a Grant of Location to install approximately 400 feet of 2” gas main
in Spring (Old Spring) from the existing 2” main at House #154 northerly to the private
way to serve House #’s 149, 149A and 151. A Street Opening Permit is required prior
to excavation. Since this petition appears to be in order, we recommend that approval
be granted.
FINANCIAL IMPACT:
None
RECOMMENDATION / SUGGESTED MOTION:
Motion to approve the petition for Nationalgrid to install and maintain approximately 400
feet of 2” gas main in Spring St (Old Spring St).

In conformity with the requirements of Section 22 of Chapter 166 of the General Laws (Ter. Ed.),
you are hereby notified that a public hearing will be held in the Selectmen's Meeting Room,
Town Office Building, of the Town of Lexington, Massachusetts, on March 24th, 2014
at 6:00 p.m., upon the following petition of National Grid for permission to construct and location
for gas mains and the pipes, valves, governors, manholes and other structures, fixtures and
appurtenances designed or intended to protect or operate said mains and accomplish the
objects of said Company; and the digging up and opening the ground to lay or place same
under the following public way(s) of Lexington:
Spring St. (Old Spring St):
To install and maintain approximately 400 feet of 2” gas main in Spring Street (Old Spring
St) from the existing 2” main at House #154 northerly to the private way to serve Houses

Appointment/Resignation – Registrar of Voters/Minuteman Cane Award Committee
EXECUTIVE SUMMARY:
Sally Lawlor’s term on the Registrars of Voters expires on March 31, 2014 and she indicated she
did not want to be reappointed for another term. I sent letters to the Chairs of the Republican
and Democratic Town Committees requesting 3 nominations to fill the vacancy. Attached is an
email from Gordon Jones, Co-Chair of the Lexington Democratic Town Committee, which
includes 3 nominations. Also attached is an email from Margaret Counts-Klebe withdrawing her
nomination. I have not received any nominations from the Republican Town Committee.
Sheldon Spector has submitted his resignation from the Minuteman Cane Award Committee.

RECOMMENDATION / SUGGESTED MOTION:
Motion to appoint ____________________ to the Registrars of Voters for a term to expire
March 31, 2017.
Motion to accept the resignation of Sheldon Spector from the Minuteman Cane Award

EXECUTIVE SUMMARY:
1.Approve and sign a proclamation for Lexington Bike Walk ‘n Bus Week, May 9 through
18, 2014.
2.I received a request for confirmation of the action on 3/17/14 on the Right of First
Refusal. I prepared the attached letter for you to approve releasing this part of the
minutes since I have not completed the minutes for the entire meeting.
See attached information.

PROCLAMATION
Whereas: Lexington is fortunate to have walking, bicycling, and mass transit resources as alternatives to
single occupancy vehicles;
Whereas: Encouraging alternative transportation options among all age groups will result in a reduction of
CO2 emissions as well as improvements in health;
Whereas: Encouraging school bus ridership will result in safer transport of students and a reduction in the
number of idling cars during the school commute;
Whereas: Children who walk and bike to school have higher physical activity levels throughout the day
helping to prevent childhood obesity and reduce stress;
Whereas: Encouraging walking, bicycling and taking mass transit to Lexington Center will alleviate
parking problems;
Whereas: the 2003 Transportation Element of Lexington’s Comprehensive Plan states that:
“transportation alternatives … can improve the quality of life by reducing vehicular trips
…\[and\] that traffic difficulties do nothing to improve the community’s well being, benefiting
neither the environment, the economy, public safety, family life or efficiency of people
circulation”; and
Whereas: The Planning and Human Services Departments, the Bicycle Advisory Committee, the Friends
of Lexington Bikeways, the Greenways Corridor Committee, the Transportation Advisory
Committee, the Sidewalk and Safe Routes to School Committees, the Tourism
Committee/Revolutionary Revelry as well as other partners, are planning activities to celebrate
safe, sustainable, and healthy walking, bicycling, and transit options from May 9 through 18,
with the purpose of declaring “What a Glorious Morning to Leave My Car at Home!”
NOW, THEREFORE, WE, THE BOARD OF SELECTMENof the Town of Lexington, Massachusetts, do
hereby proclaim May 9 through 18, 2014 as
LEXINGTON BIKE WALK ‘N BUS WEEK
in the Town of Lexington. We urge all citizens to take the opportunity during this 10-day period to walk,
bicycle, or take the bus instead of driving alone to get to work, to school, or to run an errand.
