Commissioners Absent: Associate Commissioners Present: Associate Commissioner Absent: David Kelland. th Chair Robert Rotberg called the October 15, 2025 Historical Commission meeting to order at 7:00 pm. th AGENDA ITEM #1: Approval of meeting minutes of the meetings held on September 17, 2025 th Mr. Kalsow made a motion to approve the minutes of the meeting held on September 17, 2025 as amended. Ms. Bennett seconded. Motion carried. All in favor. AGENDA ITEM #2: Public Hearing regarding the Partial Building Demolition (window replacement) at 50 Bloomfield Street APPLICANT (S) PRESENT: Jeffrey Noel, Contractor Stephanie Littell & Scott Gilbert, Homeowners ABUTTER(S) PRESENT: None DOCUMENT(S): Homeowner Letter: dated September 11, 2025 Individual Building Form from Lexington Comprehensive Cultural Resources Survey: dated September 11, 2025 Signed Contract: dated September 11, 2025 Scope of Work: dated September 11, 2025 Abutters List: dated September 17, 2025 SUMMARY: Jeffrey Noel, contractor, explained the proposed window replacement plans for the structure at 50 Bloomfield Street. Mr. Noel stated that his company does not have any historical window restoration experience. No public comments. HC COMMENTS: Mr. Kalsow preferred to restore those wooden windows. Ms. Bennett suggested restoring those two windows which are visible from street, and replacing windows on both sides and in the rear. Mr. Rotberg stated that this hearing will continue to a future HC meeting with those wooden window restoration plans. MOTION: Historical Commission 1 Ms. Bennett made a motion that the historical structure at 50 Bloomfield Street was historically significant and preferably preserved, and that wood windows visible from the street be retained and restored as is, the window replacements invisible from the street are permitted. Ms. Fenollosa seconded. Roll Call Vote: Ms. Pursley – Yes, Ms. Bennett – Yes, Ms. Fenollosa – Yes, Mr. Kalsow – No, Mr. Rotberg – Yes. Motion carried 4 to 1. Motion carried. All in favor. AGENDA ITEM #3: Public hearing regarding the full building demolition at 44 Simonds Road APPLICANT (S) PRESENT: Jack Mahoney, Homeowner ABUTTER(S) PRESENT: None DOCUMENT(S): Individual Building Form from Lexington Comprehensive Cultural Resources Survey: dated Oct 9, 2025 SUMMARY: Jack Mahoney, homeowner, explained the proposed full demolition plans to build a new single-family house at 44 Simonds Road. The Commission imposed 21-months demolition delay on this property. No Public Comments. HC COMMENTS: The Commission imposed 21-month demolition delay on this property at 44 Simonds Road. MOTION: Ms. Pursley made a motion to find that the house at 44 Simonds Road were preferably preserved, and Historical Commission will impose 21-months demolition delay on this property. Mr. Kalsow seconded. Roll Call Vote: Ms. Fenollosa – Yes, Historical Commission 2 Ms. Pursley – Yes, Ms. Bennett – Yes. Mr. Kalsow – Yes, Mr. Rotberg – Yes. Motion carried 5 to 0. Motion carried. AGENDA ITEM #4: Public Hearing regarding the Partial Building Demolition (Chimney Removal) at 10 Fletcher Avenue APPLICANT (S) PRESENT: Jamaal Siddiqui, Architect Jennifer Keating & Brett Ponsler, Homeowners ABUTTER(S) PRESENT: None DOCUMENT(S): Homeowner Letter: dated September 4, 2025 Individual Building Form from Lexington Comprehensive Cultural Resources Survey: dated October 9, 2025 Photos of Chimneys: dated September 4, 2025 SUMMARY: Jamaal Siddiqui, architect, briefly explained the proposed two non-functional chimneys removal for the structure at 10 Fletcher Ave. No public comments. HC COMMENTS: HC approved the proposed two chimneys removal for this historic property. MOTION: Mr. Kalsow made a motion to find that the structure at 10 Fletcher Ave was preferably preserved, and to approve the removal of the two utilitarian chimneys that were requested during the th Historical meeting held on October 15, 2025. Ms. Bennett seconded. Roll Call Vote: Ms. Fenollosa – Yes, Ms. Pursley – Yes, Ms. Bennett – Yes, Mr. Kalsow – Yes, Mr. Rotberg – Yes. Motion carried 5 to 0. Motion carried. All in favor. AGENDA ITEM #5: Public Hearing regarding the Partial Building Demolition and roof line change (additions) at 15 Field Road APPLICANT (S) PRESENT: Treff LaFleche, Architect Historical Commission 3 Richardo Bilonick, Architect Le Debbie Yu, Homeowner ABUTTER(S) PRESENT: None DOCUMENT(S): Homeowner Letter: dated September 17, 2025 Comparison of Existing and Proposed Elevations: dated September 17, 2025 Renderings: dated September 17, 2025 Historical Information: dated September 17, 2025 Individual Building Form from Lexington Comprehensive Cultural Resources Survey: dated September 17, 2025 Photos of original structure: dated September 17, 2025 Photos of existing structure: dated September 17, 2025 Floor Plans: dated September 17, 2025 Compiled Package: dated September 17, 2025 July 2025 – Previously Approved Package: dated September 17, 2025 SUMMARY: Treff LaFleche and Richardo Bilonick, architects, explained the updated proposed additions modification plans for this structure. Chair Mr. Rotberg recused himself for this hearing because he lives nearby. The Commission agreed that the modification plans for this addition were appropriate. No public comments. HC COMMENTS: The Commission agreed that the proposed modification plans which retained in its historical spirit were appropriate. MOTION: Ms. Fenollosa made a motion to find the historical structure at 15 Field Road was historically significant and preferably preserved, and partial building demolition and modifications presented th at the hearing on the Historical Commission meeting held on October 15, 2025 are acceptable to the Commission. Mr. Kalsow seconded. Roll Call Vote: Ms. Pursley – Yes, Ms. Bennett – Yes, Ms. Fenollosa – Yes, Mr. Kalsow – Yes. Motion carried 4 to 0. Motion carried. All in favor. Historical Commission 4 AGENDA ITEM #6: Continued Public Hearing regarding the Partial Building Demolition (window replacement) at 23 Revere Street APPLICANT (S) PRESENT: Steven Coval & Karen Lawley, Homeowners ABUTTER(S) PRESENT: None DOCUMENT(S): Photos of existing structure: dated September 8, 2025 Window replacement plans and quote: dated September 8, 2025 SUMMARY: Steven Coval, homeowner, explained the proposed window replacement for existing leaky 174 years-old double hung, six over six windows which are warped, loose with rotted frames. Mr. Coval has consulted with CLEARY and other qualified window restoration services to preserve the historic windows. The expenses for restoration was not affordable. No public comments. MOTION: Ms. Pursley made a motion that the structure at 23 Revere Street was historically significant and preferably preserved, and approve the 15 windows that are not facing the street for replacement, and the remaining 6 windows facing the street will be retained and restored. Ms. Bennett seconded. Roll Call Vote: Ms. Pursley – Yes, Ms. Bennett – Yes, Mr. Kalsow – Yes, Ms. Fenollosa – Yes, Mr. Rotberg – Yes. Motion carried 5 to 0. Motion carried. All in favor. AGENDA ITEM #7: Demolition by Neglect regarding the full building demolition at 25 Moon Hill Road The Commission discussed the demolition by neglect regarding this historic building at 25 Moon Hill th Road. Building Commissioner, James Kelly completed a follow-up inspection on September 29, 2025 to make sure this structure is weathertight and secure. AGENDA ITEM #8: Lexington Preservation Award Ms. Bennett circulated to Lee Noel Chase, Chair of Historic Districts Commission, the updated proposed Lexington Preservation Awards, jointly sponsored by the Historical Commission and the Historic Districts Commission, to recognize property owners, architects, contractors, local organizations and individuals for their contributions to maintaining the architectural, historical and cultural heritage of the Town of Lexington. Historical Commission 5 A letter signed by the Chair of Historical Commission Mr. Rotberg and Chairwoman of Historic Districts Commission Lee Noel Chase regarding Lexington Preservation Awards will be sent to the Select Board, Town Manager, Town Clerk, and Building Commissioner. A fillable form for this application will be posted on the Town Website.
