HomeMy WebLinkAbout2017-03-27-PB-min PLANNING BOARD MINUTES MEETING OF MARCH 27, 2017 A meeting of the Lexington Planning Board, held in the Parker Room, Town Office Building was called to order 5:17 p.m. by Chair, Richard Canale with members Charles Hornig, Nancy Corcoran-Ronchetti, Ginna Johnson, and planning staff Aaron Henry present. Bob Creech was absent. *******************************STAFF REPORTS******************************** Upcoming Meetings and Anticipated Schedule: The next meeting is Wednesday, March 29 in the morning at 8:00 a.m. in Estabrook Hall with the Board of Selectmen (BOS) and that night at 5:00 p.m. in the Hudson Room. The following weeks will be Monday, April 3 at 5:30 p.m. and Wednesday, April 5 at 5:00 p.m. both in the Parker Room. Brookhaven has requested a continuance and will discuss later in the meeting. ***********2017 ANNUAL TOWN MEETING PUBLIC HEARINGS******************** Preparations for Town Meeting: Article 33, Scenic Roads: Mr. Canale recused himself. The BOS had concerns because the regulations are not done and notice to abutters is not adequate. On a motion of Nancy Corcoran-Ronchetti, seconded by Charles Hornig, it was voted, 3-0, to indefinitely postponed this Article. Article 34, Blasting: The Board met with the BOS and they feel there should be more study done. On a motion of Ginna Johnson, seconded by Nancy Corcoran-Ronchetti, it was voted, 4-0, indefinitely postponed this Article. Article 41, Definitions: On a motion of Charles Hornig, seconded by Nancy Corcoran-Ronchetti, it was voted 4-0, approve the report before them to Town Meeting. Article 42, Two-Family Homes: The Board reviewed and discussed the proposed report with the Planning Board Members modifications. This is scheduled to go April 5 at Town Meeting and Mr. Creech will be back by April 3 to vote on this, which is the latest date for the Planning Board can vote on the report for Page 2 Minutes for the Meeting of March 27, 2017 this Article. Town Counsel will be presented with the revised proposed report and staff will bring back Town Counsel’s comments and recommendations regarding adding accessibility, parking being out, how it can be deed restricted for senior housing and the SPGA will be added later. Article 44, Amend Brookhaven (RD-6 to PD-1): Mr. Canale opened the continued public hearing at 6:17 p.m. with 0 people in the audience. The applicant has requested a continuance to a later date. The material is hoped to be in by the end of the week for the Board to review. On a motion of Ginna Johnson, seconded by Nancy Corcoran-Ronchetti, it was voted 4-0, approve a continuance to April 5 at 5:00 p.m. in the Parker Room. Ms. Johnson will present to Town Meeting that Articles 33 & 34 that will be asked to indefinitely postponed. Article 43, Economic Development: The Board discussed the Article and there was only one public concern at the public hearing expressed. The EDAC is in favor of this and the BOS indicated their interest. Tonight it will be asked that Town Meeting approve money for a new Comprehensive Plan. The issue with the table to go to .35 FAR was discussed among the Members. The Center Committee and Chamber of Commerce should weigh in on some issues and proposed changes. This is late in the season and do not have complete fiscal impacts and should have a global as opposed to incremental approach. Need to have a real conversation with the BOS on traffic and transportation regarding this issue. The parcels being changed/corrected to the GC, CRO or other Districts were discussed by Board Members. Mr. Hornig left the meeting at 6:55 p.m. Mr. Canale will speak with Ms. Barry from the BOS regarding Article 43 to get their take on this issue. ************************BOARD ADMINISTRATION***************************** Board Member Reports: Survey for Vision 2020 response time was extended to March 31, 2017.
