HomeMy WebLinkAbout2024-10-03-NCDTM-min.docx Turning Mill Neighborhood Conservation District (TMNCD) COMMISSION MEETING MINUTES October 3, 2024 Call to Order: A public meeting of the Turning Mill Neighborhood Conservation District Commission was held virtually via Zoom meeting. The meeting convened at 7:00 PM. TMNCD Commission Members in Attendance: Diane Pursley, Tina McBride, Glenn Bartolini, Eric Peterson, Michael Schanbacher Absent: Marilyn Fenollosa AGENDA ITEM #1 Public hearing on the proposed garage replacement at 4 Turning Mill Road APPLICANT (S) PRESENT: Grant Lacouture ABUTTER(S) PRESENT: None SUMMARY: The applicant presented drawings for the one-car detached garage replacement. The garage was damaged by a fallen tree, requiring the construction. The owner is looking to replace the structure in terms of footprint, design and materials.  Replacing with same garage, including roofline, windows, siding to match house and design.  Outstanding challenge is to accommodate the wetland buffer  Garage foundation is cracked. Building Department recommends replacement, but Conservation Commission objects.  Need to replace vegetation. TMNCD COMMENTS:  Consider pervious driveway  Matching the siding design/style of the new garage with the main house  Consider rubber roof (versus asphalt) because the shallow pitch of the roof causes ice dams with asphalt. PUBLIC COMMENTS:  none RECOMMENDATION/NEXT STEPS: The applicant(s) need to work with the Conservation Commission to address outstanding issues with respect to the wetland buffer. After the design/plans are finalized with Conservation Commission sign-off, they will come back to the TMNCD Commission to get final sign-off. They requested a continuance and will notify the Chair when they are ready to schedule the continued hearing. MOTION (by Glenn Bartolini): To accept the project as compatible with the NCD guidelines contingent upon the Conservation Commission requirements. If there are major changes to structure or design of the structure due to Conservation Commission requirements, the applicant will contact the NCD Commission for further discussion. Seconded by Eric Peterson 5-0 favor of motion. Other updates: Ms. Pursley shared that she is organizing an NCD information meeting for the Turning Mill NCD so that new and existing neighbors have an opportunity to ask questions about the design guidelines and processes. Motion to adjourn made by Ms. McBride. Seconded by Mr. Peterson 5-0 favor to adjourn Ms. Pursley, Mr. Schanbacher, Mr. Peterson, Ms. McBride, Mr. Bartolini Adjourn.
