Subj: Bikeway PrOress Report No. 5
Since my last report, to you of July 31, we have made considerable headway
towards making the Minuteman Commuter Bikeway a reality. Our progress
has included the following elements:
On September 5, in a ceremony on the roof of the new Alewife META
Station, Secretary Salvucci and Representative Mary Jane Gibson announced
approval of $1.5 million funding for the bikeway. This approval included
agreement on the inclusion of the design costs within the state funding. It
also provided for having Commissioner James Gutensohn of the state
Department of Environmental Management (DEM) oversee the design of the
project.
On September 23, the Selectmen approved and submitted to the U.S.
District Court an affadavit supporting a motion to permit the abandonment
and dismantlement of the Lexington Branch line of the B.&M. Railroad.
On September 24, notice was published in the Central Register to
solicit letters of interest from prospective design firms.
On October 1, the representatives of the three concerned towns met
with officials of the state DPW and DEM to formally establish ourselves as
the Bikeway Advisory Committee and to review an Action Plan and
Timetable. The timetable is currently being revised but will be ready for
distribution shortly.
On October 16, the Advisory Committee met to review the letters of
interest received by DEM and to recommend a short list of firms who would
be invited to submit proposals. We recommended six such firms or pairs of
firms making joint proposals.
On October 17, the Request for a Proposal(RFP) was sent to the short
listed firms. A copy of Appendix "A", Scope of Services, of the RFP is
attached.
The next step in this process is a pre-bid conference in which the short listed
firms go over the terms of the RFP with the Advisory Committee and the
DEM. This conference will be held in Lexington in the Selectmen's Meeting
Room at 2:00 P.M. on Wednesday, October 29. Members of the Lexington
Bikeway Implementation Committee are invited to attend the conference. It
should provide to committee members an opportunity to talk with
prospective bidders and concerned officials and to make clear what we hope
to see in the design and in the finished bikeway. Hope you can join us.
