Progress Report No. 2
Since my report to you of January 24, we have made perceptible, if not
dramatic, progress on the Bikeway project.
1. The three concerned towns have written to the State DPW in vir-
tually identical letters endorsing the Bikeway and agreeing to take
responsibility for maintenance and policing of their respective por-
tions. In our case, I sent a covering letter (copy enclosed) in which
I defined our understanding of what would be the scope of our mainten-
ance responsibilities.
2. On behalf of the three towns, the Arlington Town Manager has written
to the MBTA formally requesting authorization to proceed with the use
of the right-of-way for bikeway purposes.
3. Cathy Buckley, the project coordinator for the CTPS, is scheduled to
meet this week with the concerned DPW officials to resolve questions on
the selection of a consultant to carry out the design studies.
4. In Lexington, town officials. and I have met with the contractors who
are constructing the MWRA sewer line and have received their assurances
that they will complete all excavation and sewer laying work by March 31.
All that will then remain to do will be the foaming and seeding of the
slopes of the ROW. This will be completed in April.
S. The Town DPW has prepared for us its recommendations for closing off
a number of access points to the ROW as a way of reducing unauthorized
use by four wheel vehicles (copy enclosed) . If possible, I hope to per-
suade the concerned department heads to agree to closing off one or two
more of the access points which allow vehicles to reach the Great Meadow.
The intent is to use boulders to obstruct passage. I would appreciate it
if members of the Bikeway Committee, and especially those who live close
to the ROW, would keep me advised on how we are doing in reducing or
eliminating unauthorized use.
6. Also enclosed is some material we have received from Geneva, Illinois
on bikeway experience out there.
