HomeMy WebLinkAbout2025-07-17-NCDTM-min.docx Turning Mill Neighborhood Conservation District (TMNCD) COMMISSION MEETING MINUTES July 17, 2025 Call to Order: A public meeting of the Turning Mill Neighborhood Conservation District Commission was held virtually via Zoom meeting. The meeting convened at 4:00 PM. TMNCD Commission Members in Attendance: Diane Pursley, Tina McBride, Glenn Bartolini, Eric Peterson, Michael Schanbacher, Marilyn Fenollosa AGENDA ITEM #1 Public hearing on the proposed pergola construction at 52 Turning Mill Road APPLICANT (S) PRESENT: JJ Cho ABUTTER(S) PRESENT: Rohini and Ravi Sakhuja SUMMARY: The applicant presented drawings for the two-car detached pergola. The applicant is not permitted to construct a full permanent garage structure because of the proximity to the surrounding wetlands. The pergola will serve the purpose of protecting the applicant’s cars while not disturbing the wetlands in terms of run-off and groundwater displacement.  The structure will be visible from the street although there is also significant natural screening.  Conservation Commission has approved the plans presented  Structure will be painted brown and the roof covering will be secured to the structure and porous to allow rain through and eliminate run-off. TMNCD COMMENTS:  Discussion centered on the material used for the roof covering. Multiple commissioners expressed concern about the use of vinyl on the roof. Vinyl violates the NCD guidelines to use natural materials whenever possible. In this case, bamboo or rattan are natural materials that could be used with the same effect and functionality. PUBLIC COMMENTS:  Rohini and Ravi Sakhuja expressed concern that since the footings of the structure are only four feet into the ground, there is a danger of it blowing away. They also questioned the method of securing the roof covering to the structure. RECOMMENDATION/NEXT STEPS:  The applicant agreed to use natural materials for the roof covering of the pergola. All other aspects of the proposed design were agreeable.  The applicant agreed to consult with Rohini and Ravi (the abutters/next door neighbors) regarding the securing of the roof covering method to ease their concern. MOTION (by Eric Peterson): To accept the project plans as presented as compatible with the NCD guidelines contingent upon the use of natural materials for the roof covering in lieu of vinyl. Seconded by Tina McBride 5-0 favor of motion. Motion to adjourn made by Ms. McBride. Seconded by Mr. Peterson 5-0 favor to adjourn Ms. Pursley, Mr. Schanbacher, Mr. Peterson, Ms. McBride, Mr. Bartolini Adjourn at 4:50pm.
