Chair Robert Rotberg called the September 17, 2025 Historical Commission meeting to order at
7:00 pm.

AGENDA ITEM #1: Approval of meeting minutes of the meetings held on August 20, 2025

Ms. Fenollosa made a motion to approve the minutes of the meeting held on August 20, 2025 as
amended. Ms. Bennett seconded. Motion carried. All in favor.
AGENDA ITEM #2: Discuss and approve annual request for CPA funding for document
conservation
Lee Yates, Town Archivist/Records Manager, requested a support letter from Historic Commission for
CPA funding for conservation of historic documents.
The Historical Commission agreed those documents were historically significant.

Ms. Fenollosa made a motion that the Historical Commission find the documents presented to the

meeting on September 18, 2025 are historic resources because they are significant in the history,
archaeology, architectural/cultural of Lexington. Mr. Kalsow seconded.

SUMMARY:
Zurab Parchiev, homeowner, explained the proposed full demolition plans to build a new single-family
house at 9 Preston Road.
The Commission agreed to move this property from the Historical Commission Comprehensive Cultural
Resources Survey.
No Public Comments.
HC COMMENTS:

MOTION:
Ms. Bennett made a motion to find that the house at 9 Preston Road lacks historic characteristics
making it a continued candidate for listing on the Cultural Resources Inventory. And therefore, we
could move this property from the Inventory. Mr. Kalsow seconded.

AGENDA ITEM #4: Public Hearing regarding the Partial Building Demolition (window
replacement) at 23 Revere Street

SUMMARY:
Steven Coval, homeowner, explained the proposed window replacement for existing leaky 174 years-old
double hung, six over six windows which are warped, loose with rotted frames. The existing aluminum

storm windows will be removed and restored the original appearance of the house with Marvin simulated
divided lite windows. Mr. Coval agreed to postpone this hearing to October meeting.
No public comments.
HC COMMENTS:
Mr. Kalsow stated that the Historical Commission is interested in preserving original architecture and
construction, not replicating with materials that look similar. Ms. Fenollosa stated that those existing
windows are part of the integrity of this historical structure. She noted that Historical Commission website
contains a list of qualified window restorers. Ms. Bennett recommended using CLEARY or other qualified
window restoration services to preserve the historic windows.
AGENDA ITEM #5: Demolition by Neglect regarding the full building demolition at 25 Moon Hill
Road
The Commission discussed the demolition by neglect regarding this historic building at 25 Moon Hill
Road. Building Commissioner, James Kelly will do a follow-up inspection to check if this structure is
weathertight and secure.
AGENDA ITEM #6: Lexington Preservation Award – Next Steps
Ms. Bennett circulated to Lee Noel Chase, Chair of Historic Districts Commission, the updated proposed
Lexington Preservation Awards, jointly sponsored by the Historical Commission and the Historic Districts
Commission, to recognize property owners, architects, contractors, local organizations and individuals for
their contributions to maintaining the architectural, historical and cultural heritage of the Town of
Lexington. The awards are to be given annually to two categories of projects: rehabilitation/restoration of
a building; and sensitive additions/alterations. Projects by both individuals and commercial owners can
qualify. Nominations will be requested in the spring of each year for projects completed in the previous
calendar year. A jury composed of representatives from both Commissions will judge the entries. Mr.
Rotberg suggested that the letter should be addressed to the Select Board, Town Manager, Building Commissioner,
and Town Clerk.
