It fronts on Massachusetts Avenue, to the east side is Muzzey Play Field and Munroe Cemetery; to the west side is Russell Square Condominiums; to the rear is the B & M Railroad right-of-way. The former school site is near the junction of Mass Avenue and Woburn Street; is in a mixed use neighborhood one block from the Town Center; contains approximately 3.8 acres of land. The site is now buffered on three sides; a buffer strip will be developed along Russell Square, supplementing the existing trees with shade and screen planting, berms, a fence and car shelters. Compatibility of scale and harmonizing Muzzey into the neighborhood will be enhanced by: 1 . Earth berms that reduce the apparent height of the building, provide a base for the building, and conceal the parking. 2. Screen and shade planting that separates - breaks up - the lengths of the building; divides and shades the parking areas and provides a suitable and pleasant environment. 3. Parking areas that are recessed and that are broken up by planted earth berms. Access to the site will be a one-way driveway entering and exiting off Massachu- setts Avenue. Drop offs are on each side of the building; visitors' parking is on the side; office parking is in the rear and the Senior Center parking is next to the Senior Center. Entrances are prominent: 1 . The Senior Center entrance is directly off the Senior Center park- ing and has a large area devoted to a "drop off" and bus loading and unloading. 2. Office occupants arriving by car enter the atrium and the office part of the building from the rear parking; those arriving by bus enter via the side entrances; those bicycling to the building enter from the bicycle path in the rear or from Massachusetts Avenue. 3. Vistors' parking is near the two side entrances. DESIGN CONCEPT: MUZZEY SENIOR CENTER AND EXECUTIVE OFFICES Page 2 The "in-look" to the site and Muzzey will be greatly enhanced by the addition of earth berms, screen and shade planting and landscaping complimentary to the exist- ing planting. It will be well maintained. I . From Massachusetts Avenue, there will be an increased height of earth berms, added screen planting and the construction of sun courts for the use of the ground floor Senior Center and executive offices. 2. From Muzzey Play Field, which Elgin proposed to maintain for the Town, there will be screen and shade planting, a fence and foundation planting. 3. From Russell Square, a buffer will be created with supplementary planting, a fence and car shelters similar to those in Russell Square. 4. From the rear, there will be a buffer with supplementary planting and a fence. Parking will be behind Muzzey and is depressed below the surrounding ground level . The parking, screened by fences, planting, earth berms and car shelters will not be visible from Massachusetts Avenue and have a low visibility from Russell Square. Parking spaces are allocated to: 1 . Senior Center 29, including 2 handicapped spaces 2. Office 198, including 8 handicapped spaces assigned to the office occupants 3. Visitors 42 For a total of 269 parking spaces. This number of parking spaces exceeds one (1) car per 250 square feet. Muzzey is served by public transportation. Traffic count will be about the same as when Muzzey operated as a school . Office occupants will arrive after heavy commuter traffic departs and departs before commuter return traffic peaks. Occupants of the office space will not exceed 250. With 240 parking spaces pro- vided, this is close to one parking space per occupant. Signs will be limited. One wall sign similar in size and appearance to the present sing, "Muzzey Junior High School" will identify the building. The other signs will be at the entrance and exit to indicate the direction of traffic flow. Site illumination will be low level , mostly indirect, marking the walks and en- trances to the building. Appropriate lighting will be provided in the courtyards. DESIGN CONCEPT: MUZZEY SENIOR CENTER AND EXECUTIVE OFFICES Page 3 Muzzey, the "principal building," the former school building, will be largely unchanged on the exterior: the atrium added; entrances will be modified; "French" doors will be added to the exterior courts. Muzzey's dimensions: TOTAL GROSS FLOOR AREA: 120,000 square feet, that of the existing building TOTAL NET FLOOR AREA: Not to exceed sixty (60%) percent of the gross floor area: 1 . Office: 58,000 square feet 2. Senior Center 7,000 square feet SITE COVERAGE BY BUILDING: Not to exceed 36,500 square feet, essentially the site coverage of the existing building, plus the atrium. MINIMUM FRONT YARD: Not less than 55 feet from the property line along Massachusetts Avenue MINIMUM SIDE YARD: East side line: 60 feet from Town of Lexington land known as "Muzzey Play Field." West side line: 50 feet from Russell Square Condo- minium land. MINIMUM REAR YARD: Not less than 65 feet from Town of Lexington land known as "Munroe Cemetery." The proposed "Car Shelters" consist of fences around, roofs over parking spaces, similar to these in Russell Square. The proposed area of these shelters is ap- proximately 11 ,0G0 square feet. The "Car Shelters" will shield Russell Square from a view of cars parked behind Muzzey. Muzzey, a sizeable building designed as a school , is built to last. It is solid - long lasting, yet a building responsive to alterations now and again by future generations. Adapting Muzzey to executive offices will not change the exterior nor the historical aspects of the building; it will utilize the "Luxury of Space" found within the building. Large, unpartitioned space is best utilized by open type offices where separation is achieved by furniture and moveable partitions. Executive offices would most advantageously utilize this type of open space - that most frequently created now in new construction. This is a sensitive design for the site and reuse of Muzzey that harmonizes the use by both the Senior Center and the executive offices.
