Town of Lexington Appropriation Committee (AC)
June 26, 2025
Place and Time: Remote participation via a Zoom teleconferencing session that was open to the
public; 7:00 p.m.
Members Present: Glenn Parker, Chair; Alan Levine, Secretary; Anil Ahuja; John Bartenstein;
Eric Michelson; Sean Osborne; Vinita Verma; Lily Yan; Carolyn Kosnoff, Assistant Town Man-
ager, Finance (non-voting, ex officio)
Members Absent: Sanjay Padaki, Vice-Chair
Other Attendees: Rosalyn Impink, Budget Officer
At 7:04 p.m. Mr. Parker called the meeting to order and took attendance by roll call.
All votes recorded below were conducted by roll call.
Announcements and Liaison Reports
There were no announcements or liaison reports.
End-of-Year Budget Adjustments
Ms. Kosnoff made a presentation and led the discussion. She stated that four types of end-of-year
budget adjustments are most common. They are (1) use of funds in the Salary Adjustment Account
for actual or anticipated union settlements; (2) interdepartmental transfers; (3) Reserve Fund trans-
fers; and (4) increases in revolving fund spending limits.
Transfers from the Salary Adjustment Account are being considered to address potential shortfalls
in the line items for the Police Department ($220,000) and Fire Department ($63,000). The Police
Department shortfall is related to the disability status of two officers who were injured while on
duty. These shortfalls will be presented to the Select Board on July 7 for possible resolution using
ARPA funds.
Four interdepartmental transfers were presented:
1) $45,000 from Health Insurance to Property and Liability Insurance
2) $1,000 from Board of Health contract services to Board of Health wages
3) $65,000 from Town Manager professional services to Legal Services
4) $11,000 from Innovation and Technology (I&T) utilities to I&T overtime.
The transfer to Legal Services follows work on the high school project especially involving Article
97, the Lowell St. affordable housing project, the transition of LexHAB to a 501c3 organization,
and the Affordable Housing Trust. Some legal expenses may be transferred to the Affordable Hous-
ing Trust (with the approval of the AHT Board of Trustees).
Three transfers from the Salary Adjustment Account were presented for informational purposes
only:
1) $31,000 to DPW Administration regular wages
2) $97,000 to Library regular wages
3) $11,000 to Comptroller regular wages.
The Committee voted 8-0 to approve the four interdepartmental transfers.
