A gap study was performed at the Munroe School on April 24, 1975
between the hours of 8:00 A.M. and 9:00 A.M. , and 3:15 P.M. and 3:45 P.M.
This day was chosen because it fell in the Spring school vacation week, and
therefore, no crossing guard was present. Pedestrian volumes were obtained
from our vehicular and pedestrian volume count of September 4, 1974. J,
Using the procedure outlined in the I.T.E. publication "A Program For
School Crossing Protection" (Copy enclosed) it was determined that during
the time children are going to and from school, with no crossing guard
present, some form of control is necessary.

The next step as outlined by the I.T.E. is to determine the best type

of control. Three types are suggested. The first is a grade separated
structure, the second is the installation of traffic signals, and the third
is an adult crossing guard. P 1

The Committee feels that the benefit/cost ratio of a grade separated �
structure is not high enough to even consider such an undertaking.
On Page 14 of the I.T.E. publication, "Criteria To Be Considered For
Installing Traffic Control Signals" appears. The Committee feels that
signals should not be considered; first, because a crossing guard is
currently assigned to the Munroe School and, second, with the closing of kfr:14°11AMA/fr
the school being discussed, it is possible that any need will be eliminated.
"Criteria To Be Considered In Utilizing Adult Crossing Guards And
Police Officers" appears on page 15 of the enclosure. As you know, the
Committee feels that the crossing guard is the ultimate in controls at
school crossings.
We would again like to point out that the Munroe School P.T.,A. is
requesting traffic signals for non-school hours under the School-Crossing
Warrant. The request was originally made under the Minimum Pedestrian
Plir
Volume Warrant which, was not then, and is not now met. A crossing guard
-zr ( is on station during the opening and closing of school, a form of control 1 i14114/
which eliminates the need for signals during those hours. The Minimum
�� Pedestrian Volume Warrant is not met, a fact which demonstrates a lack of
need during the remaining hours. We therefore have no alternative but to 9''
recommend that the request for pedestrian signals be denied. &fel://ic
