The preliminary traffic studies in East Lexington, between the hours of 7:00 A.M. and
6:00 P.M. , to determine compliance with the Traffic Signal Warrants are complete, and
we have found the following:
Massachusetts Avenue and Maple Street
The Minimum Vehicular Volume Warrant, Interruption of Continuous Traffic Warrant and
Accident Experience Warrant are all satisfied. The average hourly volume on
Massachusetts Avenue was found to be 1440 vehicles, while Maple Street carried 460
vehicles per hour. During 1985, fifteen (15) accidents were reported. Thus far in
1986, twelve (12) have been reported.
Massachusetts Avenue and Pleasant Street
The Minimum Vehicular Volume Warrant, Interruption of Continuous Traffic Warrant and
Accident Experience Warrant are all satisfied. The average hourly volume on
Massachusetts Avenue was found to be 1200 vehicles, while Pleasant Street carried 440
vehicles per hour. During 1985, twelve (12) accidents were reported. Thus far in
1986, five (5) have been reported.
Massachusetts Avenue and Marrett Road (East End)
The Minimum Vehicular Volume Warrant, Interruption of Continuous Traffic Warrant and
Accident Experience Warrant are all satisfied. The average hourly volume on
Massachusetts Avenue was found to be 1300 vehicles, while Marrett Road carried 300
vehicles per hour. During 1985, eleven (11) accidents were reported and thus far in
1986, eight (8) have been reported.
To put these intersections into better overall perspective, we compared their 1986
accident statistics to those of three signalized intersections with comparable
volumes.

At its meeting of December 3, 1986, the Committee discussed all of the above informa-
tion and concluded, unanimously, that there is no advantage to be gained in safety by
signalizing these intersections. We also saw no increase in convenience, since long
backups could also be expected at peak hours after signalization.
Massachusetts Avenue and Taft Avenue
None of the Traffic Signal Warrants are satisfied by this intersection, for either
vehicular signals or pedestrian signals. The average hourly volume on Massachusetts
Avenue was found to be 825 vehicles, while Taft Avenue carried 19 vehicles per hour.
During 1985, no (0) accidents were reported, and thus far in 1986, one (1) has been
reported.
In conclusion, the Traffic Safety Committee unanimously recommends against signalizing
any of these intersections. We also again recommend replacement of the pedestrian
signals at the East Lexington Library.
