Chalpin, Ch-firma, SUBJECT: East Lexington Library Traffic Committee /I,& Parking At its meeting of February 25, 1987, the Traffic Safety Committee met with Mr Robert Hilton to discuss parking concerns at the East Le ington Library It is recommended that the entire length of the driveway around the building, on the side nearest the building, be posted as a Fire Lane. In addition, we recommend that three advisory signs, reading "Library Parking Only, Monday through Saturday" be installed on the right side of the entrance driveway (see enclosed plan) . We recommend that these signs be advisory rather than regulatory, because there is currently no way to differentiate between Library users and non-users, making enforcement of regulatory signs impossible. We feel that this "Honor System" approach should be tried first. If however, when monitored by the Library, a problem continues, the Trustees may wish to implement a parking card system, at which time a regulation could be drawn up. Under this type of system, Library patrons would pick up cards at the desk and place them in their windshields, thereby identifying the vehicles as those of Library users.
