Traffic Safety Committ-
At its meeting of March 20, 1985, the Traffic Safety Committee met
with representatives of the Estabrook P.T. E. , Mr. Barabush , Mr. Terris
and Mr. MaoInnis. The following were unanimously approved and are
recommended:
1 . Continuation of radar speed limit enforcement;
2. Stenciling the word "SCHOOL" on the pavement approaching the
existing crosswalk and improving the "School" signs by adding
signs saying "School Crosswalk Ahead" .
Although both the Committee and Police Department feel that moving the
crosswalk as previously recommended is the best approach , the other
participants unanimously opposed this recommendation, and we concede
to their wishes.
Two other rectuests were also addressed. The first was for installa-
tion of 20 M.P.H. School Zone Flashing Lights. The second was to
establish a permanent 20 M.P. H. Speed Zone. The Committee agreed to
check into these possibilities with the State and to apprise Mr.
Terris of the findings as the contact person for the group.
We have contacted Massachusetts D. P.N. and were told the following:
1 . The 20 M.P.H. Flashing Lights are termed a "Standard School
Zone" and installing such a zone requires a State permit.
However, since there is a crossing guard at this location,
the State will not issue a permit. (See Item #6 on the
enclosed application form) .
2 . Under current Sate Law, the only place that a speed zone less
than 30 M. P. H. can be established is within a "Standard
School Zone" .

It is therefore recommended that, since the State will deny any Town
requests for a "Standard School Zone" or a 20 M.P. H. Speed Zone at
this location, the Estabrook P.T.E. 's requests for same be denied.
The Committee Chairman has informed Mr. Terris, through Mr. Macinnes,
of the State's position on our inquiries.
