SELECTMEN'
• MEMORANDUM ii % 3 1984
Margery M. Battin, Chairman
To: Board of Selectmen DATE: 09/13/84 PAGE:
FRO Captain James J. Lima, Acting Chairman SUBJECT: Worthen Road
Traffic Safety Advisory Committee
CC: Peter M. Chalpin, Chairman
Dr. Eric Clarke
Mr. Robert Boyer
Mr. Robert Trask -
On 09/12/84 the Traffic Safety Advisory Committee met at the police
station library with Mr. Walter K. Gilbride of 18 Benjamin Road, and one
of his associates from the Grace Chapel. The object of the meeting centered.
upon Mr. Gilbride's letter to the Board of Selectmen dated 07/30/84 relative
to a request for a change in the town's Traffic Rules and Regulations, to wit:
The existing signs along the westerly side of Worthen Road in the vicinity`
of Stratham Road to Mass. Avenue should be changed to read "NO PARKING ANY TIME".
The committee unamiously supports this request and recommends that the traffic
rules be ammended and new signs installed without delay. It has been reported
that a number of minor traffic accidents have occured on Sunday mornings which
are directly attributed to the narrowing of Worthen Road in this area by
motor vehicles whose occupants are attending services at the Grace Chapel.
• Strict police enforcement is assured once the new signs are installed. This
will correspond with high publicity at all Grace Chapel services.
It was reported to the committee by Mr. Gilbride that Grace Chapel
offers 160 parking spaces on their property which is greatly exceeded by a
demand for 1,400 spaces on Sunday mornings. A dialogue between Grace Chapel
and surrounding property owners and/or tennants is aimed at the use of other
off-street parking spaces and is on-going, but success is limited. Vehicles
overflow onto Worthen Road, Stratham Road, and Massachusetts Avenue between
Worthen Road and Elastings Road. This overflow narrows the width of the roadways
and the problem will be further compounded by snowbanks during the winter months.
Furthermore, residents of Stratham Road are justifiably upset.
The committee was impressed with the sincerity and organized approach
to a solution as demonstrated by Mr. Gilbride and his staff. It appears that
they have searced diligently for answers to their problem, and turn now to the
town for assistance and in the interest of public safety. It is respectfully
recommended that a meeting be scheduled in the immediate future for Mr. Gilbride
in order that he may elaborate further before the Board of Selectmen.
