MEMORANDUM
Margery M. Battin, Chairman DATE: 06/20/84 PAGE:
T°` 'Board of Selectmen
FRO M: SUBJECT:
Peter M. Chalpin, Chairman
Traffic Safety Advisory Committ HARTWELL AVE AT MAGUIRE RD
CC: Director of Public Works/Engineering
At our meeting this morning, the Traffic Safety Advisory Committee
listened to a proposal by Captain James Lima which is intended to improve traffic
safety in general at this intersection, and particularily the safety of the
officer assigned to this location Monday through Friday from 4:30 PM to 5:30 PM.
On January 8, 1975 at 5:29 PM, a Lexington Police Cadet was struck
and injured by a motorist while the officer was on duty there. One of the
contributing factors was insufficient lighting. Since then, increased traffic
volumes have further compounded the problem with a higher degree of potential
danger during inclement weather, and during the months when daylight saving
time is in effect. In addition to poor lighting conditions, the problem is
exacerbated by turning movements. One way to relieve the danger and to
accomodate safe turning movements involves the installation of "required"
right turns with appropriate posted signs and pavement markings, andother
appropriate signs designed to keep eastbound traffic along Hartwell Avenue
to the right. A sketch drafted by Captain Lima is attached for the purpose
of illustration.
I have received frequent and persistant reports from the police
department regarding the dangerously unsafe conditions which exist at this
intersection while the traffic officer is standing in the middle of the •
roadway and directing traffic during this peak hour. I have personally
witnessed this condition with Captain Lima and support the concerns of the
police department with respect to safety and the need for improved traffic
circulation.
The Traffic Safety Advisory Committee unamiously supports the
stated recommendations and respectfully requests permission to advance the
desired improvements, subject to approval by the Board of Selectmen.
It is also respectfully suggested that permission be granted to
conduct a lighting survey at this location in order that cost estimates may
be developed for future consideration and corrective action.
