Chalpin, Chairma SUBJECT: Taft Avenue Traffic Safety Committee At its meeting of 10/21/81, the Traffic Safety Committee discussed the petition for traffic signs on Taft Avenue. In this area, the fundamental speed law prevails; i.e. speed which is "reasonable and proper" , having in mind the conditions of road and weather and the safety of the public as well as the general use of the way. Any attempt to post a speed limit here would undermine the thrust of the funda- mental spped law, and could lead to a posted speed which is actually greater than "reasonable and proper" . In addition, the warrants for "Caution Children" Signs were applied to Taft Avenue, and it was found that they were not satisfied. This being the case, it is the Committee' s recommendation that the request for speed signs and "Caution Children" signs be denied. Those in attendance: Capt.
