Mr. Seaman's complaint about the conditions on Hancock St. was discussed by the
Traffic Committee at its meeting on May 30. It is true that a considerable in-
crease in the traffic volume on Hancock St. has been recorded. It is attributable
to a large extent to the Burlington shopping center and other developments. The
effect of traffic increases could have been minimized through the implementation of
earlier circulation planning proposals (Emerson Rd. , Worthen Rd. connection to
Adams St. at Lancock St.)
Mr. Seaman is making two specific requests, i.e. the installation of a sign'prohibiting
heavy trucking and the imposition of a 25 mph speed limit.
As regards the first request, there is a sign prohibiting heavy trucks on Hancock St.
This sign does not have approval of the Mass. DPW because of the absence of an accept-
able alternate truck route and, therefore, can not be enforced.
Under G.L. Chapter 90, Section 18, as interpreted and administered by the Mass.Dept.
of Public Works (see enclosure) , the actual speed at or below which S5;. of all motor-
ists drive is considered to be the maximum permissible speed limit for that location.
Hancock St. is now posted for 30 mph speed limit, but it is expected that if State
approval were to be requested for a speed change, a higher speed limit, probably 35 mph,
would result.
It is also noted that Hancock St. does not have many traffic accidents, which usually
result from improper traffic regulation, such as excessive speed, congestion and use
by inappropriate vehicles.
In view of the foregoing the Traffic Committee recommends no action on Mr. Seaman's
requests, other than to consider the situation on Hancock St. in the context of the
townwide traffic improvement needs.
