School buses drive to the northerly end of Stedman Rd. and circle the school clockwise, conflicting with other traffic moving across their path in front of the school and contributing to congestion in Stedman Rd. b. This congestion is further aggravated by waiting parents ana staff parking along the easterly side of Stedman Rd. and by the residents placing wooden barriers next to their driveway exits to prevent parking. The effect is to reduce the width of roadway open to moving traffic to one lane. An occasional vehicle stopping along the westerly side of the street blocks the traffic. c. Allen St. roadway is only 20 ft. wide and parking along either side reduces its effective width to one lane. d. The conflicting traffic movements are a hazard for the children who have to cross Allen St. The Traffic Committee has recommended the acceptance of a plan worked out by the Police Dept. to improve the situation. The principal changes are as follows. a. Reverse the direction of buses around the school to counter-clockwise to coincide, rather than conflict, with the traffic direction in front of the school. b. Prohibit parking along both sides of Allen St. west of Stedman Rd. (and around the corner to the southeast) , prohibit parking along the westerly side of Stedman Rd. c. Designate and paint a crosswalk from the northerly side of Allen St. to the easterly side of Stedman Rd. and prohibit parking next to the crosswalk. d. Designate the easterly side of Stedman Rc. for staff parking and the easterly side of Allen St south of Stedman Rd. junction as parking for the waiting parents. The above recommenuations are graphically represented on the attached sketch map.
