The desirability of locating a sidewalk along the southerly side of Winchester
Dr. near Lowell St. must be weighed against the need for sidewalks in other
locations. The installation of this sidewalk would require ma�or earthwork,
the removal of some large trees and the installation of high retaining walls.
The benefits would be negligible compared to the benefits from using the �
same amount of money for sidewalks in other high priority locations. For
this reason and, particularly, in the absence of pedestrian c�ossing lights
at Lowell St., the Traffic Committee does not recommend the installation of
a sidewalk along the southerly side of Winchester Dr. at this time. Our
assessment of the relatively low priority of this pro�ect would hold even
if pedestrian crossing lights were authorized and installed.
