Following the recommendation of the Traffic Committee relative to parking in
Hibbert St. near Mass. Ave. I had three telephone conversations with Mr.
Bagelman, who reiterated his contention that the all-day parkin� by 2 employees
of the �eighboring meat market prevented him from cleaning papers out of Hibbert
St. gutter and was using space which would otherwise be available for the
customers of Bagelman's pharmacy, as well as reduce the width of street for
the passage of through traffic. In response to my invitation to meet with the
Committee, Mr. Bagelman tells me that he cannot get away from the drugstore,
except at lunch, and that Mrs. Bagelman is recovering from an operation and is
bedridden. I am asking Mrs. Bagelman to advise us when she is well enough to
come to a meeting. Members of the Traffic Committee see no reason to change
their recommendation., since the narrowing of the roadway is the same whether
all day or limited time parking is involved, while the question who uses the
parking (Mr. Bagelman's customers or meat market employees) is not a matter of
traffic safety, convenience or regulation and should be resolved on political
and not technical basis.
