McSweeney, Chairman SUBJECT Warning Signs - Traffic Safety Committee ' Shirley Street i.. At its meeting of 6/3/75, the Traffic Safety Committee discussed the attached letter regarding signs warning motorists of children playing on Shirley Street. The Committee is in agreement with the Casellas that children using Shirley Street as a playground is regretable. We also feel it is regretable that parents are not doing their part in keeping their children off the street. In addition, we share the Casellas' concern for the safety of the children on Shirley Street. Nevertheless, we must recommend that their request for "Caution Children" signs be denied, since Shirley Street does not satisfy the warrants for such signs (copy enclosed) . At this time, the Committee would like to mention the intended function of this type of sign. "Caution Children" signs are intended only to warn motorists of the possibility of children walking on or across the roadway of streets which are of unusual or potentially hazardous configurations, or as described in the warrants. They are not intended to warn motorists of children playing on the roadway of a normal neighborhood street with low volumes, sidewalks and ample visibility. Nor are they intended to be a means by which parents can absolve themselves of their responsibility concerning the safety of their children, which seems to be the trend. It is the responsibility of parents to keep their children from playing on the roadway. To further explain our recommendation that the sign request be denied, we are enclosing our policy statement relative to these signs. It is ironic that Shirley Street is at issue in this case, for it is an excellent example of "Caution Children" signs being indescriminantly installed and subsequently ignored. It happens that at some point in the past, a "Caution Children" sign was installed by someone on the lower end of Shirley Street. The sign is there today, and its uselessness is apparent from the Casellas' letter. Therefore, and in keeping with our policy regarding these signs, we recommend that it be removed.
