McSweeney, Chairman (fin SUBJECT' Downing Road - Traffic Traffic Safety Committee At its meeting of 9/16/75, the Traffic Safety Committee discussed the petition submitted by Mr. & Mrs. D. H. Curtin requesting 15 M.P.H. speed limit signs and "Go Slow Children" signs on Downing Road. As you know, the fundamental speed law applies to Downing Road since it is not currently posted. In order to post this street, radar speed studies must be run. In all probability, these studies would reveal an 85-percentile speed of about 30 M.P.H., that speed which is specified by the fundamental speed law. For this reason, we see no benefit to be gained in safety by posting Downing Road. In any case, we could not legally post it at 15 M.P.H. The Engineering Division has applied the warrants for "Go Slow Children" to Downing Road, and found that the warrants are not met. We therefore recommend no action be taken on these requests.
