Lexington resident, Henry Lui, has requested permission to use the Battle Green for wedding photographs on
Saturday, October 4, 2025, from 1:00 PM to 3:00 PM. The wedding party will include approximately 15-20
participants, with up to 50 spectators expected. Equipment to be used includes cameras (still and video),
tripods, and light reflectors.
The Police Department and Grounds Department have no objections to this request.
SUGGESTED MOTION:
Move to approve the Battle Green Use Request for wedding photographs on Saturday, October 4, 2025,
from 1:00 PM to 3:00 PM, for a party of approximately 15–20 participants and up to 50 spectators,
including the use of cameras, tripods, and light reflectors.
Move to approve the consent.

which was established in June 1959 and has been part of the Lexington community for more than six decades.
The proclamation notes the milestone anniversary and acknowledges Temple Isaiah’s role as a longstanding
community institution
SUGGESTED MOTION:
Move to approve the Proclamation recognizing the 65th Anniversary of Temple Isaiah.

Whereas:Temple Isaiah, founded in the Town of Lexington in June of 1959, has concluded a yearlong
celebration of 65 years of vibrant Reform Jewish life in our town; and
Whereas:Temple Isaiah has grown from its founding membership of 71 families to now serving more than
750 families in 2025;and
Whereas:Temple Isaiah continues to enrich to the diverse faith and social fabric of the Town as an active
member of the Lexington Interfaith Community Association (LICA); and
Whereas:Over the decades, Temple Isaiah’s members have contributed to public service in Lexington and
beyond, serving on the School Committee, Town Meeting, the Select Board, and in statewide
government; and
Whereas:Temple Isaiah’s members have also played a vital role in founding and supporting local
Lexington social service organizations; and
Whereas:Temple Isaiah reflects on the last 65 years, it looks forward to another Jewish New Year
continuing its mission to be a diverse and welcoming community, dedicated to building
connection, lifelong learning, personal growth, and action inspired by Judaism.
NOW, THEREFORE, WE, THE SELECT BOARD of the Town of Lexington, Massachusetts, do hereby
proclaim our recognition and appreciation of Temple Isaiah on the occasion of its 65th Anniversary celebration,
honoring its enduring contributions to the spiritual, cultural, and civic life of our community, and extend our
best wishes for its continued growth, leadership, and service in the years ahead.

The Board will call for the Special Town Meeting 2025-2, review and accept the Town Moderator request for a
hybrid Special Town Meeting to be included in the Special Town Meeting 2025-2 Warrant.
Information related to the submission of Citizen Petition articles for inclusion in Special Town Meeting 2025-2
Warrant:
Petition Form is available in the Town Clerk's Office
Citizen Petitions are due,no later than 12:00pm on September 25, 2025,to the Select Board office along
with a draft motion as a separate document. Final motion is due at this time for any Citizen proposed
zoning articles in order for the Planning board to conduct the required hearing for inclusion on the
Special Town Meeting 2025-2
100 Certified signatures are required to be inserted in the warrant for Special Town Meeting 2025-2
Timeline:
9/15/2025 Select Board calls the Special Town Meeting 2025-2.
9/25/2025 – Citizen petitions, with a 100 or more signatures of certified registered voters, are due no later than
12:00pm on Thursday, September 25, 2025. Citizen petitions related to zoning amendments are required to
have a full motion completed by 9/25 to be handed in with the article language.
09/29/2025- Draft warrant shared at Select Board meeting.
10/06/2025- Final warrant to be signed by Select Board. Certified Citizen petitions will be included in final
warrant.
11/3/2025- Special Town Meeting 2025-2 to begin at 7:30 p.m. in Battin Hall of the Cary Memorial Building.
SUGGESTED MOTION:
Move to call for a Special Town Meeting 2025-2 to begin on Monday, November 3, 2025 at 7:30 p.m. in Battin
Hall of the Cary Memorial Building.
Move to accept the Moderator Request Letter dated, August 26, 2025 and include in the warrant.

Dear Select Board Members,
Pursuant to Massachusetts Section 26 of Chapter 22 of the Acts of 2022, as amended by Section 47 of Chapter 2 of the Acts of 2023, I request approval to conduct Special Town Meeting 2025-2 as a hybrid meeting. I propose to use a combination of: (1) the Zoom videoconferencing platform, (2) the online voting tool developed by Select Board member Joe Pato, and (3) an online queuing function developed by Select Board member Joe Pato to facilitate the process of debate.
I certify that all components of the system described above have been fully tested and utilized successfully for prior Town Meetings, and I am satisfied that this system enables our meetings to be conducted in substantially the same manner whether a member is participating in person or remotely. I certify that the system for those opting for remote participation (i) allows the moderator, town meeting members, town officials and any other interested members of the
public to identify and hear the moderator and each town meeting member who attends and
participates in the remote meeting, as well as any other individuals who participate in the
meeting; (ii) provides the ability to determine whether a quorum is present; (iii) allows participants to request recognition by the moderator and makes such requests visible to the meeting participants and the public; (iv) allows the moderator to determine when a town meeting member wishes to be recognized to speak, make a motion, or raise a point of order or personal privilege; (v) enables the moderator to recognize a town meeting member, town official or other
individual and enable that person to speak; (vi) provides the ability to conduct a roll call or
electronically recorded vote; (vii) allows any interested members of the public to access the meeting remotely through LexMedia for purposes of witnessing the deliberations and actions taken at the town meeting; (viii) allows members of the public to participate in debate in-person or through the submission of statements for or against a motion; and (ix) provides for the town meeting to be recorded and available for future viewing. I further confirm that I have consulted with Lexington’s Commission on Disability regarding system accessibility.

Special Town Meeting November 3, 2025

a. Tree revolving fund- increase $60,000. This request is to provide adequate funding
for the Urban Forest Management Plan. The plan will include a number of key
aspects relating to the urban forest in Lexington and will include recommendations
on tree canopy cover and tree planting.
b. Compost Revolving Fund increase $50,000. This request is to provide adequate
funding to install a security system (gate and cameras) at the Hartwell Avenue
Compost Facility.
