Ms. Fenollosa called the meeting to order at 4:00 PM.
CPA Finances and Harrington Field Update — The Committee discussed the CPA finances
following the Recreation Committee's decision to reduce the Harrington Field Project request
from $4,180,000 to $1,197,904. Mr. Case shared with the Committee that following the
reduction, the CPC would be able to fund all requests for FY26 and maintain a $1.5 million
reserve. Mr. Boutwell shared that the Recreation Committee wanted to prioritize funding for
Lincoln Field #3 and the Center Playground, and therefore opted to reduce the request for
Harrington Field.
Vote to Recommend FY26 Funding Requests to ATM — After a motion duly made and
seconded, the Committee voted by roll call vote to approve dollar amounts for FY26 funding.
The CPC issued votes on the projects as follows:
(a) Cotton Farm/Community Center Connector - $300,000 (9-0)
(b) Simond's Brook Conservation Area Trail Design & Engineering - $75,000 (9-0)
(c) Document Conservation - $21,000 (9-0)
(d) Hancock -Clarke House Roof Replacement - $57,800 (9-0)
(e) Affordable Housing Trust Funding - $3,000,000 (9-0)
(f) LexHAB Support, Restoration, Preservation, and Decarbonization - $494,140 (9-0)
(g) Park and Playground Improvement — Center Playground - $1,490,000 (8-0-1)*
(h) Park Improvements — Athletic Fields — Harrington - $1,197,904 (9-0)
(i) Lincoln Park Field Improvements #3 - $860,000 (8-1)**
(j) Administrative Budget - $150,000 (9-0)
*Ms. Roy abstained citing a lack of photos supporting the project, a lack of cost estimates for
continued maintenance, and the playground's proximity to the High School Project.
**Ms. Krieger voted no.
Mr. Pressman asked Ms. Kosnoff if the indicated General Fund funding for the Harrington Field
and Lincoln Park Field #3 projects would be requested at Annual Town Meeting. Ms. Kosnoff
shared that approximately $1.09 million is appropriated in the General Fund for Lincoln Park
Field #3, and will be requested at ATM, and that the Harrington Field request for $2 million will
move forward pending a final project design.
Review Draft of 2025 ATM Warrant — After a motion duly made and seconded, the Committee
voted by a roll call vote to approve the draft of the Warrant to 2025 Annual Town Meeting
reflective of the funding amounts above (9-0).
Minutes — After a motion duly made and seconded, the Committee voted by a roll call vote to
approve the minutes from the Public Meeting on 12-12-2024 (9-0).
After a motion duly made and seconded, the Committee voted by a roll call vote to approve the
minutes from the Public Hearing on 12-12-2024 (9-0).
Committee Business Cont. — The Committee agreed to meet in January — February to review
and vote on the Committee's Report to the 2025 Annual Town Meeting.
After a motion duly made and seconded, the Committee voted by a roll call vote (9-0) to
adjourn at 4:27 PM.
