Commissioner Absent: Dan Hisel. Associate Commissioners Present: Richard Neumeier, James Carrico, Robert Bellinger. Associate Commissioner Absent: Brien Cooper. Chair Lee Noel Chase called the August 7, 2025 Historic Districts Commission meeting to order at 6:06pm. Richard Neumeier was acting as voting member for the absent commissioner. The Commissioner Robin Lovett was recognized for ten years of service to cause of historic preservation and good architecture in Lexington. The new full member Scott Cooper, associate member James Carrico and Robert Bellinger briefly introduced themselves. FORMAL HEARINGS Chair Lee Noel Chase opened the formal hearing for 3 Slocum Road (HDC-25-21), exterior alterations (Rooftop Solar Panels) in the Munroe Tavern Historic District Documents Full plan set of proposed alteration: dated June 20, 2025 Photographs of entire face of each building elevation visible from the public way: dated June 20, 2025 Material List: dated June 20, 2025 Work scope Narrative: dated June 20, 2025 Photos & Engineering reports: dated June 20, 2025 The project manager of Revision Energy, Clark Crawford, briefly explained the rooftop solar panels installation plans for the structure at 3 Slocum Road. The structure is located at the intersection of Mass Ave and Slocum Rd, so the proposed solar panels even on back-facing façade will be quite visible from public way. Historic Districts Commission 1 / 4 The Commission reviewed the plans and agreed that the photovoltaic panel plans were appropriate except for the layout of the panels. Edward Adelman will serve as liaison for this application to improve the layout of these panels. No public comments. Chair Lee Noel Chase made a motion to approve the proposed solar panels as-is on the condition of approve the layout of the panels subject to Edward Adelman’s administrative approval. Edward Adelman seconded. Roll Call Vote: Scott Cooper – Yes, Richard Neumeier – Yes, Paul O’Shaughnessy – Yes, Edward Adelman – Yes, Lee Noel Chase - Yes, Robert Bellinger – Yes, James Carrico – Yes. Motion carried. All in favor. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 3 Slocum Road subject to Edward Adelman’s administrative approval. Daniel stated that the meter main combo box will be moved to the tree side. The Commission reviewed the submittals and agreed the proposed solar panels were appropriate. Edward Adelman will serve as liaison for this application to make sure the meter main combo box will be moved to the tree side. No Public Comments. Paul O’Shaughnessy made a motion to approve the proposed solar panels with the provision that details on location of the utility box be delegated to Edward Adelman. Richard Neumeier seconded. Chair Lee Noel Chase opened the formal hearing for 9 Hancock Street (HDC-25-23), exterior alterations (Landscaping) in the Battle Green Historic District Historic Districts Commission 2 / 4 This application will continue to next meeting as per applicant’s request. CONTINUED HEARINGS Chair Lee Noel Chase opened the continued hearing for 1031 Massachusetts Avenue (HDC-24-46), exterior alterations (Window Replacement) in the East Village Historic District This application will continue to next meeting as per applicant’s request. Chair Lee Noel Chase opened the continued hearing for 32 Worthen Road (HDC-25-19), exterior alterations (Siding) in the Battle Green Historic District Documents Samples for clapboards The applicant, John Cameron, the manufacture representor, Chris Kent, explained the new siding materials and finish color for the siding project for Battle Green Apartments. The new painting will match the existing. The shutters will be replaced as in-kind as well. The Commission agreed the new siding materials and finish color were appropriate. No Public Comments. Chair Lee Noel Chase made a motion to approve the residing and refinish the siding with white color to match the existing in the Synthetic LP SmartSide material in the brushed finish. The exposure and finish color will match the existing. Paul O’Shaughnessy seconded. Chair Lee Noel Chase opened the continued hearing for 6 Independence Avenue (HDC-25-15), exterior alterations (Additions, Reroofing & Window Replacement) in the East Village Historic District Documents 6 Independence Ave-Permit Set: dated July 31, 2025 Pella Lifetime: dated July 31, 2025 Anderson 400: dated July 31, 2025 DoubleSlopeGarage – Independence Ave: dated July 31, 2025 Lowe’s Quote: dated August 7, 2025 The homeowner Wei Ren and contractor Igor Jorge explained the proposed plans including accurate window placements and drawings regarding reroofing, 15 windows replacement, raise 3 existing windows Historic Districts Commission 3 / 4 on second floor by 1’6”, open two new windows on the south façade, and expand the existing one car garage to two-car garage. Paul O’Shaughnessy has been served as liaison for this application visited the site and briefly described the proposed work: 3 upper-story existing windows on the front façade to be proposed to move up by 18inches, 2 new small windows to be added on the south façade, and garage extension to two-car garage. Paul O’Shaughnessy made a motion to approve the proposed plans for garage additions, reroofing and window replacement. Richard Neumeier seconded.
