HomeMy WebLinkAbout2017-11-15-LEXHAB-min MINUTES Minutes of the meeting held at the offices of LexHAB at 1620 Massachusetts Avenue in Lexington on November 15, 2017 There were present at the meeting the Chairman Bill Kennedy,Vice-chairman, Bob Burbidge, Bill Hays, Martha Wood, Henry Liu, Bob Phelan, Lester Savage Also present were Pat Nelson, LexHAB counsel. Not present were Donna Leary and Gerry Howell The chairman presided. The meeting opened at 7:06 a.m. 1. Minutes The minutes for the meeting on October 18, 2017 were approved with one correction. Motion to accept the minutes was made and seconded, motion passed. 2. Financials No Financial report this month. We had a few guest speakers at this month's meeting. 1) Bill Dailey presented to the Board a proposal for affordable housing for Town employees. This proposal is still in its early stages and his purpose was to keep LexHAB informed. Bob Pressman from the Housing Partnership gave an update on the Manor House and its lottery program. 2) Janet Kern came to the meeting to listen and discuss some concerns she has as a neighbor of LexHAB's property on Lowell Street.-She talked about traffic concerns,the surrounding area, and organic farming which she loves. She also said she understands the need for affordable housing. 3. Busa Farm A. Discussions were had about the informational neighborhood meeting to be held at the depot. Architect Colin Smith and Engineer John Noonan will attend along with Board members.There will be a review of the revised plans, explanation of water filtration system, restrictions on pesticide use (as requested by Lex FARM) and an opportunity to ask questions. B. Schedule discussed for filing with Zoning Board of Appeals and bid process including allowance of time for sub-bids. Board hopes to start awarding contracts in April, 2018. There was a motion made and seconded to allow Bill Kennedy to enter into a contract with a professional estimator if he determines, in his discretion,this is necessary. Motion passed 4. Fairview A.All the units are fully occupied, and we can remove this item from the agenda going forward. 5. Wright Farm Bid documents are completed, we had 4-5 interested bidders. We aim to start construction at the end of December and looking toward end of June for construction completion. 6. Keeler Farm A. Lottery complete, anticipated move in date for new tenant is January 1St 7. Other Matters A. Muzzey Condominium has a move in/move out fee. Also movers must be insured up to 100,000.00 It was suggested by Pat Nelson that LexHAB pay the move in/move out fee for our tenants.There was a motion made and seconded to have LexHAB pay the move in/out fee.The motion passed. Also discussed was having a list of affordable movers in case a tenant needs one. B. Grove Street Nothing at this time 8. Next Meeting The next meeting of the LexHAB Board,will be held at the LexHAB offices at 1620 Massachusetts Avenue in Lexington at 7:OOam on December 14, 2017 9. Executive Session The chairman then proposed that the Board go into executive session to consider tenant matters, stating that consideration of same in open session could have a detrimental effect on the negotiating position of a semi-public body, namely LexHAB, And might also affect adversely the privacy rights of tenants and that the Board not return open session at the end except to adjourn.
