Commissioner Absent: Robin Lovett. Associate Commissioners Present: Brien Cooper. Associate Commissioner Absent: Richard Neumeier. Planning Board Liaison Present: Tina McBride Chair Lee Noel Chase called the July 10, 2025 Historic Districts Commission meeting to order at 6:06pm. Brien Cooper was acting as voting member for the continued hearings for this meeting. FORMAL HEARINGS Chair Lee Noel Chase opened the formal hearing for 1475 Massachusetts Avenue, exterior alterations (Fence) in the Munroe Tavern Historic District Full plan set of proposed alteration: dated June 5, 2025 Photographs of entire place of each building elevation visible from the public way: dated June 5, 2025 Site Plan: dated June 5, 2025 Material List: dated June 5, 2025 Work Scope Narrative: dated June 5, 2025 Owner Authorization Letter: dated June 5, 2025 Joseph Gabriele, applicant, explained the proposed black chain link fence installation for Muzzey High Condominium at 1475 Mass Ave. The fence will be staked out the right side of the property line where is the ball field and Muzzey High Condominium plot. The proposed fence will be aesthetically consistent with the existing fence. Historic Districts Commission 1 1 3 Chair Lee Noel Chase stated that it was a bit out of context due to the lack of an entire site plan. Dan Hisel stated that there was no fence line indicated, and it's hard to understand the scope of work based on submittals. He requested to see a more detailed drawings, like a markup on top of plot plan. DPW and Recreation should be notified for this fence installation where is the ball field. Edward Adelman recommended to have a gate with latch so that it will be easily to get from one side to the other. Lee Noel Chase stated that we have a long-standing precedent of not allowing fences that are anything other than wood fences along the Mass Ave located at Battle Green Historic District. Dan Hisel stated that it's rather significant that whether or not the town has been part of this conversation. Tina McBride stated that it might risk damaging roots systems if it's digging inside the drip line of the trees. No Public Comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1475 Massachusetts Avenue based on a full package including information of a contextual site plan, details about the connection of the old and new fence, confirmation about the relationship to the trees, product details to match the existing, fence gate. CONTINUED HEARINGS Chair Lee Noel Chase opened the continued hearing for 1123 Massachusetts Avenue, exterior alterations (Rooftop Solar Panels) in the East Village Historic District Documents Stamped Rakesh Yaday REV Bs: dated July 2, 2025 Rebecca Craddock, project manager of Great Sky Solar, explained the updated rooftop solar panels installation plans for the structure at 1123 Mass Ave. The Commission agreed the updated solar panels layout were appropriate. The painting of conduit will match the main structure. Edward Adelman has been served as liaison for this application. No Public Comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1213 Massachusetts Avenue. Motion carried with Dan Hisel and Scott Cooper abstaining, the majority in favor. Chair Lee Noel Chase opened the continued hearing for 32 Worthen Road, exterior alterations (Siding) in the Battle Green Historic District This hearing will continue to August HDC meeting as per applicant's request. Chair Lee Noel Chase opened the continued hearing for 6 Independence Avenue, exterior alterations (Additions, Reroofing & Window Replacement) in the East Village Historic District Documents Garage Plans: dated June 5, 2025 Roofing Materials: dated June 5, 2025 Siding Materials: dated June 5, 2025 Historic Districts Commission 2/3 Window Materials: dated June 5, 2025 6 Independence Ave West Side Window: dated July 7, 2025 Double Slope Garage 6Independence Ave: dated July 7, 2025 The homeowner Wei Ren and contractor Igor Jorge explained the proposed plans regarding reroofing, 15 windows replacement, raise 3 existing windows on second floor by 1'6", open two new windows on the south facade, and expand the existing one car garage to two -car garage. Paul O'Shaughnessy has been served as liaison for this application visited the site and briefly described the proposed work: 3 upper -story existing windows on the front facade to be proposed to move up by 18inches, 2 new small windows to be added on the south facade, and garage extension to two -car garage. Lee Noel Chase stated that they cannot decide unless have accurate drawings. The Commission agreed to continue this hearing to next meeting with a proper plan set including accurate window placements. Chair Lee Noel Chase made a motion to continue this next meeting. Edward Adelman seconded. Roll Call Vote: Brien Cooper — Yes, Paul O'Shaughnessy — Yes, Dan Hisel — Abstain, Edward Adelman — Yes, Lee Noel Chase - Yes, Scott Cooper - Abstain. Motion carried. All in favor. ACTION ITEMS Consideration and vote on Meeting Minutes on March 6th, 2025 & April 3`'d, 2025 & May 1St, 2025 & June 5th, 2025 The Commission made a motion to approve the minutes of the meeting held on March 6th, 2025 as written. Motion carried with Paul O'Shaughnessy abstained. All in favor. The Commission made a motion to approve the minutes of the meeting held on April 3`'d, 2025 as written. Motion carried with Brien Cooper abstained. All in favor. The Commission made a motion to approve the minutes of the meeting held on May 1St, 2025 as written. Motion carried with Paul O'Shaughnessy and Dan Hisel abstained. All in favor. The Commission made a motion to approve the minutes of the meeting held on June 5th, 2025 as written. Motion carried with Dan Hisel abstained. All in favor. The meeting was adjourned at 8:01pm. Motion carried. All in favor. Historic Districts Commission 3 1 3
