Commissioner Absent: Associate Commissioners Present: Richard Neumeier. Associate Commissioner Absent: Brien Cooper. Chair Lee Noel Chase called the April 3, 2025 Historic Districts Commission meeting to order at 6:01pm. FORMAL HEARINGS Chair Lee Noel Chase opened the formal hearing for 13 Depot Square, exterior alterations (Murals) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated March 21, 2025 Photographs of entire place of each building elevation visible from the public way: dated March 21, 2025 Material List: dated March 13, 2025 Work scope narrative: dated March 11, 2025 Owner Authorization letter: dated March 11, 2025 Legal Advertisement Authorization Form: dated March 11, 2025 Massachusetts Historical Commission Inventory Form: dated March 11, 2025 Lexington Tourism HDC Letter supporting Lex Center murals 3.25: dated April 1, 2025 HDC Mural Project Letter of Support from LHM.• dated April 1, 2025 Collins Notes on Mural Removal: dated April 1, 2025 Senior Economic Development Coordinator Jay Abdella, Economic Development Director Sandhya Iyer, and artist Kit Collins explained the proposed murals plans. Ms. Iyer pointed out that the details of entire murals are open to public online, and the murals will be presented for one year for the celebration. The murals will be removed on July 31 ", 2030. Historic Districts Commission 1 1 3 The Commissioners agreed that the proposed Mural plans were appropriate. Paul O'Shaughnessy recused himself because he is the board member of Lexington History Museum. Paul O'Shaughnessy and Anne Lee expressed their supports of this application. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 13 Depot Square. Motion carried, All in favor. The Commissioners agreed that the proposed signage plans were appropriate. No public comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1775 Massachusetts Avenue. Motion carried, All in favor. Chair Lee Noel Chase opened the formal hearing for 30 Hancock Street, exterior alterations (Rooftop Solar Panels) in the Hancock Clark Historic District Documents Full plan set of proposed alteration: dated February 28, 2025 Photographs of entire place of each building elevation visible from the public way: dated February 28, 2025 Site plan: dated February 28, 2025 Material List: dated February 28, 2025 Work scope narrative: dated February 28, 2025 Legal Advertisement Authorization Form: dated February 28, 2025 The applicants Peter Sanborn and Sharon Oleksiak explained the proposed plans for the installation of a solar array on one south-west facing roof panel in the middle of the ell of the house, which is invisible from either Hancock Street or Hancock Avenue. The Commissioners reviewed and approved the submitted solar plans on the condition of amending installation details of equipment on the side of building. Edward Adelman will serve as liaison for this application to administratively approve the location of conduit. The Conduits was required to be covered or painted so that it will be blended into the trim. No public comments. Historic Districts Commission 2/3 Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 30 Hancock Street on the condition of Edward Adelman's administrative approval of the conduit location. Motion carried, All in favor. Chair Lee Noel Chase opened the formal hearing for 1347 Massachusetts Avenue, exterior alterations (Rooftop Solar Panels) in the Munroe Tavern Historic District Documents Full plan set of proposed alteration: dated February 20, 2025 Photographs of entire place of each building elevation visible from the public way: dated February 20, 2025 Material List: dated February 20, 2025 Work scope narrative: dated February 10, 2025 Owner Authorization Form: February 20, 2025 Legal Advertisement Authorization Form: dated February 20, 2025 The applicant Brenden Reagan from Isaksen Solar explained the proposed rooftop solar panel plans to the structure at 1347 Mass Ave. The Commissioners reviewed and approved the submitted solar panels plans on the condition of placement and screening of the electrical components, paintable conduit, and centering of the panels. Edward Adelman will serve as liaison for this application to administratively approve the placement and screening of the electrical components: fused AC disconnect; transfer switch; utility meter; and service panel. No Public Comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 30 Hancock Street on the condition of Edward Adelman's administrative approval of placement and screening of the electrical components, paintable conduit, and centering of the panels. Motion carried, All in favor. ACTION ITEMS Consideration and vote on Election for Vice Chair Edward Adelman was nominated as the Vice Chair by Lee Noel Chase. The motion was seconded by Paul O'Shaughnessy. Motion carried. All in favor. Consideration and vote on Meeting Minutes on March 6t'', 2025 This item will move to next HDC meeting.
