Commissioner Absent: Paul O'Shaughnessy, Robin Lovett. Associate Commissioners Present: Richard Neumeier, Brien Cooper. Associate Commissioner Absent: Meeting broadcasted by LexMedia Chair Lee Noel Chase called the March 6, 2025 Historic Districts Commission meeting to order at 6:01pm. Richard Neumeier and Brien Cooper were acting as voting member for this meeting. INFORMAL HEARINGS Mural proiect at 13 Depot Square The Commission reviewed the proposed mural plans along with Minuteman Bikeway. The Lexington Economic Development Office contracted Artist Kit Collins to paint a mural on the ten exterior columns of the Depot Building. The intention of this project is to bring art to Lexington Center, and to act as a traffic calming device for cars going into Depot Square, as well as bikers traveling down the Minuteman Bikeway. This project was supported by the Lexington Historical Society and the Lexington Center Committee. The project was informed by the Center Retail Strategy Report which seeks to evaluate and discuss future revitalization in Lexington Center. The Commissioners agreed that the proposed wayfinding signage plans were appropriate. No public comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 0 Depot Square. Motion carried, All in favor. Chair Lee Noel Chase opened the formal hearing for 36 Hancock Street, exterior alterations (Signage) in the Hancock Clark Historic District Documents Full plan set of proposed alteration: dated January 16, 2025 Photographs of entire place of each building elevation visible from the public way: dated .January 16, 2025 Material List: dated February 1, 2025 Work scope narrative: dated February 1, 2025 Legal Advertisement Authorization Form: dated January 16, 2025 Hancock Barn: dated March 6, 2025 The applicant Anne Lee explained the proposed signage plans. The Commissioners agreed that the proposed signage plans were appropriate. No public comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 36 Hancock Street. Motion carried, All in favor. Historic Districts Commission 2/4 The Commissioners reviewed and approve the submitted plans with slightly modifications regarding window details. Ms. Chase and Mr. Adelman stated that they preferred to keep the textile mill vernacular architectural features with the blind window in the back. Dan Hisel will serve as liaison for this application to administratively review those window details. Jerold Michelson, Chair of Lexington Town Center Committee, expressed his concerns regarding the sign on the back door. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 27 Waltham Street on the condition of window details. Motion carried, All in favor. The Commissioners agreed that the proposed fuel cell equipment and enclosed fence with a 30 feet extension that goes to the lot line at the rear as noted were appropriate. Ms. Chase stated that the noise complaint is out of HDC jurisdiction. The applicant will resubmit the architectural site plan as approved with diagram after the meeting. No Public Comments. Edward Adelman made motion to approve the plans with an extra addition of 30 feet that brings it to the fencing to the lot line. Richard Neumeier seconded. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 73 Waltham Street with an extra addition of 30 feet that brings it to the fencing to the lot line. No Public Comments. Richard Neumeier made a motion to approve the additions as -is with the canopy design with the changes roof membrane material. Edward Adelman seconded. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1403 Mass Ave with the canopy design with the changes roof membrane material. Motion carried, All in favor. CONTINUED HEARING Chair Lee Noel Chase opened the continued hearing for 1031 Massachusetts Avenue, exterior alterations (Window Replacement) in the East Village Historic District Documents None This hearing will continue to April HDC meeting as per applicant's request. ACTION ITEMS Consideration and vote on Meeting Minutes on February 6th 2025 The Commission made a motion to approve the minutes of the meeting held on February 6Ih, 2025 as written. Motion carried.
