HomeMy WebLinkAbout2025-05-13-BASS-min.pdfBoard of Assessors Meeting Open Session Minutes May 13, 2025 A meeting of the Lexington Board of Assessors was called to order at 4:00 p.m. on Tuesday May 13, 2025 in the Parker Meeting Room, Town Office Building. Gregory Johnson, Chairman, Edmund C. Grant, Member, and Casimir Groblewski, Member, were present as well as Robert F. Lent, Director of Assessing, Michael E. Golden, Assistant Director of Assessing, Cheryl Draper, Administrative Assessor, and Guests: Sarah McNarnara, Administrative Assistant, Carolyn Kosnoff, Assistant Town Manager Finance and Mathew Thomas Esq. Open Session Public Comment Time: Mrs. Draper introduced Sarah McNamara our new Administrative Assistant in the Assessing Office. Vendor News & Views: None present. Director's Report: Mr. Lent introduced Matthew (Matt) Thomas Esq as our candidate to represent us with our Appellate Tax Board (ATB) cases. Attorney Matt Thomas, from New Bedford, gave us an overview of his work experience especially with ATB cases and the towns he represents. Attorney Matt Thomas explained that lie wants to protect our overlay and wants to act as our Consultant for all legal issues regarding Assessing. He stated he has experience with Solar PILOTS (Payment in Lieu of Taxes) as well commercial PILOTS. VOTE: Upon a motion duly made and seconded, the Board of Assessors voted 3-0 by roll call to adjourn the Open Session of the meeting at 6:05 p.in. to enter into Executive Session under Purpose 7 in order to deliberate Fiscal Year 2025 Statutory Exemptions, Real Estate Abatement Applications and Personal Property Abatements. Further, it was declared that an open meeting discussion may have a detrimental effect on the litigation position of the town. 6:19 p.m. Motion to adjourn Executive and reconvene into Open Session was seconded and approved. VOTE: Upon a motion duly made and seconded, the Board of Assessors voted 3-0 by roll call to approve the hiring of Matthew Thomas Esq as our Legal Consultant VOTE: Upon a motion duly made and seconded, the Board of Assessors voted 3-0 by roll call to approve the recommendations for the Fiscal Year 2025 Chapter 59, Section 5 Various Clauses of Statutory Exemption Applications. VOTE: Upon a motion duly made and seconded, the Board of Assessors voted 3-0 by roll call to approve the recommendations for the Fiscal Year 2025 Chapter 59 Section 59, Real Estate Abatement Applications. VOTE: Upon a motion duly made and seconded, the Board of Assessors voted 3-0 by roll call to approve the meeting minutes from April 8, 2025. VOTE: Upon a motion duly made and seconded, the Board of Assessors voted 3-0 by roll call to approve the recommendations for the Fiscal Year 2025 Chapter 59, Section 5 Various Clauses of Statutory Exemption Applications that remain outstanding at the time of this meeting.
