February 10, 1983
The Board held a regular meeting in the Selectmen's Meeting Room. Present and
acting on petitions were: Woodruff M. Brodhead, Chairman,
Natalie H. Riffin, Vice Chairman,
Robert M. Gary,
Irving H. Mabee,
Thomas G. Taylor.
Public hearings were held on the following petitions, beginning at 7:30 p.m.
90 Hancock St., Harold R. and Helen M. Millican requested a special permit to con-
tinue to operate a private school for the instruction and study of swimming in the
private enclosed swimming pool at the rear of their property (ref. Section 3.3 and
Table 1, line 2.2).
739 Mass. Ave., Waldorf School requested a special permit to operate a private, non-
sectarian school (ZBL Table 10 line 2.2) for students, nursery through grade 8. The
1982 Annual Town Meeting, Article 55, authorized the Selectmen to sell the Adams
School Building to be used as a private school by the Waldorf School Inc.
443 Lincoln St., Albert R. Piantedosi requested a variance to allow temporary parking
of motor vehicles (ref. ZBL Table 1, 5.2 & 5.4) within a fenced area in conjunction
with a grandfathered non -conforming use (body shop) and the towing of disabled cars
which is otherwise authorized. A variance has been in effect over a ten year period;
no changes.

The Board discussed the lengthy documents prepared with respect to suggested
action to be taken with regard to accessory apartments. No formal action was taken.
The Board voted unanimously to adopt and include Article VI and add it to its
Rules And Regulations. Article VI describes the data to be provided with applica-
tions for special permits (SPS) with Site Plan Review under Zoning By -Law Section 3.4.
The Board met in executive session on matters under litigation.
The meeting adjourned at 10:52 p.m.

ARTICLE VI
Data to be Provided with Applications for Special Permits (SPS)
with Site Plan Review under Zoning By -Law Section 3.4.
In order to enable the Board of Appeals to make a finding
and determination as to the "effects of traffic created by the
development on adjacent streets the Applicant shall submit
with the application the following information:
1. The amount of _gross floor area in square feet in the
proposed building or buildings, and if this is an addition to'
an existing building, the gross floor area in the existing
r-, building.
( �2. The number of employees and/or occupants projected `for;,
the proposed building, and if this is an addition to an existing
building, number of employees and/or occupants in the existing
building or buildings.
3. If the proposed construction is a restaurant, the
number of proposed seats, and if the construction is an addition
to an existing restaurant, the number of seats in the existing
restaurant.
4.'• The hours of operation of all facilities to be located
in the proposed building.
5. In all cases where the application involves new
construction of 15,000 square feet or more of gross floor area,
the Applicant shall provide a traffic analysis prepared by a
traffic engineer who has certified that he/she qualifies for the
position of member of the Institute of Transportation Engineers.

The analysis shall include:
(1) Traffic counts on arterial streets that provide access
to the site showing -data on `Average Daily Traffic and a.m. and
p.m. peak periods (conducted for two hours divided into fifteen

J minute segments);
(2) Intersection turning movement counts on intersections
F likely to be affected by the proposed development showing two -
'hour counts for the a.m. and p.m. peak periods divided into

fifteen -minute time segments;

(3) An inventory of roadway characteristics showing the
width of the principal -approach streets, the presence or absence
of curbing and its condition;
(4) Estimated trip generation showing .the projected inbound
!:Z_7• and outbound vehicular trips for the a.m. and p.m. peak periods
' and a typical one-hour off-peak trip generation;

[ ) estimated distribution of new a trips by approach
streets;
(6) The effect of 'additional traffic generated by the
development on traffic "levels of .service" on each approach
street (the term "level of service" means level of service as
defined by the Highway Capacity Manual issued by the Highway
Resource Board of the U. S. Department of Transportation); and
(7) Estimated off-street parking and loading requirements
and time of peak accumulation.
The Board of Appeals will submit such information to the

Planning Board and the Town Engineering Department prior to the
public hearing and request a report and recommendations on:
(1) the adequacy of the data and the methodology employed
(2) the effects of the additional traffic on adjacent
streets; and
(3) remedial measures, if any, to accommodate the additional
traffic on the adjacent streets, such as the location of highways,
limitation on left turns, hours of operation, and the like.
