On behalf of North Airfield Ventures, LLC ("NAV") and Runway Realty Ventures LLC ("RRV" and together
with NAV, the "Proponent") I am pleased to submit this Notice of Project Change with a Phase One Waiver
request (the "NPC") in connection with state environmental review of the renovation and reuse of the
existing Navy Hangar building on a privately owned parcel adjacent to L.G. Hanscom Field's North Airfield
(the "Navy Hangar Project"). The electronic version of the NPC can be accessed and downloaded from the

In light of the COVID-19 response, the MEPA Office is accepting and allowing electronic filings for
distribution to state agencies and other members of the public, as required. The complete list of all
recipients of this filing is provided in Appendix A of the NPC. At the request of the MEPA Office, the
Proponent has expanded the circulation of this NPC beyond the required recipients, per section 301 CMR
11.16(2) of the MEPA regulations, to additional state environmental/community and tribal organizations in
accordance with the MEPA Public Involvement Protocol for Environmental Justice Populations, which took

We anticipate the NPC will be noticed in the June 11th edition of the MEPA Environmental Monitor
commencing the 30 -day public review and comment period so that comments are due to MEPA by July
11, 2025. The best way to submit comments on the NPC is to email them to the MEPA Analyst, Alex
Strysky, directly at: alexander.stry@mass.gov. You can also submit comments to MEPA via regular mail
