FACILITATOR SUBCOMMITTEE
July 17, 1993 Meeting
Present: Nancy Adler, Neal Boyle, Andy Friedlich
After agreeing facilitators should be non-political , initial
discussion involved the skills we want in facilitators. It was noted
that the hearings are regarded as a process to set priorities by
defining and ranking those things that are important and that we have
to protect. Reservations were expressed about formal facilitator
training . Once hearing goals have been determined , it was felt that
the Implementation Planning Group ( IPG) develop a statement specifying_
the ground rules and expectations of facilitators. The meeting was
then broken down into three areas. These included :
1 ) The qualities we want from a facilitator.
Can elicit opinions on what people think
- Will clarify opinions expressed
- Able to enhance discussion (not heated debate)
- Has sense of when discussion of particular topic is exhausted
and able to move on to another point.
2) Where we will get facilitators. ( It was decided that given the
resources available in Lexington , local people are preferable. ) In
order of preference:
- Local clergy
- Debate teacher at HS
- Lexington people
- Former Selectmen
- Business executives
- Lawyers
- Academics
- Consultants, etc .
(Get list of people who worked on finance meetings. )
- LWV - State level
- Mass. Municipal Assoc .
- Universities
3) Facilitator training session .
- Have joint meeting of IPG and facilitators.
- IPG will establish ground rules and expectations
- Jointly develop outline for hearings and hard copy of
presentation
( It was assumed that the Rick will work on getting recorders at BU. )
