6�A�� cQ a 1� Lexington RECREATION & COMMUNITY P R U fi ft A .�I 5 MEMORANDUM TO: Michael Dowhan, SMMA FROM: Peter Coleman, Assistant Director of Recreation DATE: March 31, 2025 SUBJECT: Equipment Storage and Amenities Requirements I have been in communication with the various stakeholders (LHS Athletics, DPW, Lexington Little League, Lexington Youth Lacrosse) regarding the equipment storage needs and desired amenities for the fields that will be relocated to the east side of the proposed building (C3, C4, C5, C6, and C8). This memo will outline the requirements for equipment storage and field amenities. Additionally, it is the Town's intention to not leave the existing storage containers at the Center Recreation Complex in their current locations once the construction of the new Lexington High School has been completed. #1— Lexington Youth Lacrosse (LYL) and Lexington Little League (LLL) The storage trailer that Lexington Little League (LLL) currently uses is the one on the left in the attached picture. What I included in my email last week about LLL storage is correct (unit measures 25' long x 10' wide and is filled to capacity with such items as a pitching machine, offseason equipment bags, catcher's gear, uniforms, bats, balls, helmets, etc.). The square footage required would remain the same moving forward. Over the last two years, LLL has been trying to better manage the storage in the container. However, with 42+ teams, the amount of catcher gear they maintain is high and takes space. Everything in the LLL storage container is very horizontal at the moment. If it was to go more vertical with shelving, LLL could probably get away with a smaller storage space, if needed. LLL also indicated that while having the storage container at the Center Recreation Complex is nice, it is not a requirement for their organization. They go in the container at the start of the season to hand out catcher gear and at the end to put it away, but it is not accessed on a regular basis during the season. If necessary, LLL indicated that they would be open to having the storage container at an alternative location if planning space is tight at the Center. LLL is hoping to move the current batting cage next to C4 over to the Little League field at Lincoln Park. If this is not possible, then a batting cage would be needed at the new C4. The storage trailer that Lexington Youth Lacrosse (LYL) currently uses is the one on the right in the attached picture. In my communication with LYL, they indicated that during their offseason (July -March), they have condensed their gear and field equipment to 100% fill the capacity of the storage container in the picture. During their season (March -June), they have folding tables along the length of the 40% to allow easier access to consumables that their coaches need to refill their coaching bags on a weekly basis. These items are balls, awards, ice packs, tape, etc. Based on this, they would need equivalent storage space year-round. #2 — LHS Track Team These two storage containers are used by the LHS track team and contain High Jump and Pole Vault mats in addition to the hurdles and all other equipment used for track. Those items will not be able to be relocated to the other side of the complex due to the need for proximity to the track. #3 & #4 — LHS Track Team/Lexington Farmers' Market (LFM) The green shed is used by the Lexington Farmers' Market (LFM) for their supplies. This will move to Fletcher Park when LFM moves. The small gray shed is an Eagle Scout donation to LHS Track and is being used by the LHS track team for equipment associated with the throwing cage, currently located at the Worthen Road Practice Field. This equipment and storage unit will need to be moved in accordance with the throwing area. #5 — LHS Baseball, Lexington Babe Ruth, Lexington Blue Sox The green equipment box on the left and the green/beige unit on the right are used by LHS Baseball, Lexington Babe Ruth Baseball, and the Lexington Blue Sox to store various equipment (bats, baseballs, pitching machines, helmets, screens, etc.). If C1 remains in place and C3 moves to the other side of the park, small storage areas in both locations will be needed for baseball pitching machines, netting, screens, and other materials. The same would be true for C2. #6 & #7 — Lexington DPW The first picture is the DPW maintenance portion of the Center Recreation Complex restrooms building. Field paint and other maintenance equipment is stored here. In the second picture, DPW stores a mower in this storage container. DPW owns the unit and this mower can't be stored in #6 because the garage doors are not wide enough. DPW has indicated that their equipment storage needs include two areas with at least an 8-9' overhead door and be at least 8-9' wide with a length of approximately 16' long. These areas would be used to store three paint machines, a large utility cart or golf cart, two large mowers, and a miscellaneous area for paint. It should also be noted that there are two large storage trailers located behind the Field House that are not pictured. These trailers contain all of the LHS football equipment (helmets, shoulder pads, practice and game uniforms, in addition to all other football training equipment). As we begin to think about our long term planning, we would be remiss to not thank the members of the Lexington Recreation Committee and the Lexington Recreation Department Staff for their continued support and work with the Lexington Public Schools during the 2024-2025 school year. We all continue to face challenges and opportunities together and because of that, all of our programs continue to evolve and grow. As we begin to lay the groundwork for the 2025-2026 academic year and the impending interscholastic athletic seasons, the LPS Athletic Department would like to request support in conjunction with the LHS Field Hockey Booster Club and the LHS Friends of Track & Field for two small storage boxes/bins to be placed at Lincoln Park. Both the Cross Country team and the Field Hockey team are requesting similar permission from the Lexington Recreation Committee that was granted to LUSC/LHS Soccer Boosters in the Summer of 2022. The storage boxes for Field Hockey and Cross Country would contain equipment for both practices and games/meets (i.e. cones, balls, flags, medical supplies). The location of the storage box for Field Hockey is undetermined and subject to the wishes of the Lexington Recreation Committee, but could be placed alongside the back of the restrooms or along the outfield fence at the Lincoln Softball field. The location of the storage box for Cross Country would be behind the backstop at the Little League Field at Lincoln Park (alongside the LYB storage box in the same location). The storage containers would be similar to what soccer and youth baseball currently have in place at Lincoln Park. The remote storage at Lincoln Park would provide easier access to equipment for both the Field Hockey and Cross Country teams and ultimately put less pressure and responsibility on the shoulders of coaches, student -athletes and parents with seemingly little impact to the aesthetics of the park. As we have seen with the storage boxes for soccer, these simple storage solutions save time and money for all organizations in the long run! Upon further review, the additional freight and construction costs not covered by the program exceeded what could be funded without proper progression through the Capital Planning process. As an alternative, the Department was offered a $5000 voucher to be used towards any play structure or equipment manufactured by BCI Burke. Staff reviewed a number of options and ultimately chose an outdoor sports product, P613all, to be installed at the Community Center. This product will provide a play amenity for elementary - aged children and will be an asset to our seasonal programs and summer camps. The product cost is $4,657 which will be covered by the voucher. An additional $1,100 of freight will be funded out of the Community Center Gift Fund. Additionally, we have the support of the Department of Public Works to install the equipment. Once confirmed, delivery is expected to take 7 — 8 weeks with an anticipated installation in mid-June. We request the approval of the Recreation Committee to accept the BCI Burke P613all sports equipment this spring. With support, this request will be forwarded on to the Town Manager's Office for installation on the Town property. DRAFT Capital Projects & Solar Canopy Integration Policy (CSIP) A policy to integrate the evaluation and installation of solar canopies into Lexington's non -building capital projects Purpose of Policy 1.1. To help the Town meet its goals to maximize the installation of onsite renewable energy on Town properties by installing solar canopies, while taking into account the intended use and physical constraints of the site. 1.2. To define a process for integrating solar installation planning and funding requests into the capital budgeting process to ensure that needed information is available at appropriate stages of the process. 1.3. To provide guidance on the types of sites, surfaces, and applications where solar canopies are appropriate. 2. Policy Scope 2.1. The policy applies to all Town -funded capital projects (including projects using CPA funds, revolving funds, enterprise funds, grants, and donations) with the following exceptions: 2.1.1. Building projects. The installation of solar canopies as part of a building project (e.g., solar canopies on a parking lot for a new building) is addressed in the Town's Integrated Building Design & Construction Policy. 2.1.2. Underground utility work (e.g., sanitary sewer, water, stormwater). [Note: the design of underground utility work should consider the potential for future solar canopy installations and locate the utilities so that they do not preclude future solar canopy installations.] 2.1.3. Sidewalks adjacent to roadways. 2.1.4. Minor preservation/maintenance projects (e.g. sealing cracks or patching parking lots or roadways) 2.2. The primary focus of the policy is solar canopies over hardscapes (e.g., parking lots, walkways, recreational areas, etc.). Solar canopies over green space may also be considered on sites where the structure would not affect intended use of the site or the local vegetation. 2.3. This policy does not cover potential solar installations of existing buildings, as that scope is covered by Lexington's Municipal Decarbonization Roadmap. DRAFT 3. Overview 3.1. For relevant projects, the policy outlines the following steps to be taken during the capital planning and capital project budgeting process: 3.1.1. An initial solar feasibility assessment 3.1.2. A solar design funding request 3.1.3. A solar construction funding request Projects failing to meet defined criteria in the steps outlined in the first or second bullets above are not required to complete the step(s) outlined in the subsequent bullet(s). 3.2. Projects within the scope of this policy are typically funded through two rounds of capital requests: an initial request for design funding and, if approved, a second request for construction funding. Individual projects may vary from this approach. If a project utilizes a single capital request that includes both design and construction, all requirements defined in this policy for accompanying solar canopy projects should be addressed in a single request. 4. Initial Solar Feasibility Study 4.1. For any capital project included under the scope of this policy, the Town shall complete an initial solar feasibility study of the affected site, before requesting project funding, to identify the solar canopy potential for each site. 4.2. The initial solar feasibility study should exclude areas in the setback of the property, areas that are more than 50% shaded, and areas that would affect the intended use of the site. 4.3. The initial solar feasibility study should use a computer-aided solar design tool, and should include estimates of the following: 4.3.1. The expected physical size of the solar canopy/canopies (square feet) 4.3.2. The expected installed capacity (kW) 4.3.3. The expected solar production (kWh/kW), assuming the use of solar panels that are readily available to municipal customers 4.3.4. A return on investment analysis generated using the Lexington Solar Screening Tool (Attachment A) 4.4. The results of the studies will provide a resource for staff when developing funding requests for the capital project. 2 DRAFT 5. Design Funding Requests 5.1. A funding request for the design of solar canopies should be made alongside or integrated into the primary capital project design funding request if the following minimum requirements are met: 5.1.1. Solar canopies would not prevent the site from being used for its intended use. 5.1.2. For solar canopies over green space, the canopies would not have a significant negative impact on the local vegetation. 5.1.3. The initial solar feasibility study indicates that expected solar production would be at least 900 kWh/kW and there is potential for at least 400 square feet of canopy (or approximately a 20 year payback period). 5.2. The request for design funding for any capital project included under the scope of this policy shall include, at a minimum: 5.2.1. A statement indicating whether solar canopies are being considered as part of the 5.2.2. projectFor projects not considering solar canopies, a justification of why not (see Section 5.1 for potential justifications for exclusion) 5.2.3. For projects considering solar canopies, the results from the initial solar feasibility study (see section 4.3) 5.3. The request for design funding can include the cost of the solar canopy design as an independent line item or can reference a separate design funding request that includes the cost for the solar canopy design. 5.4. The request shall identify whether the funding will be requested from tax levy, CPC funding, or another source. 5.5. For approved design projects, the design shall be developed in consultation with the department with responsibility for the site. The results of the solar canopy design shall include the following, at a minimum: 5.5.1. Estimates for the construction cost of the solar canopy and electrical service required for interconnection, the annual energy production (kWh), the useful life of the solar canopy, and the annual and total revenue that will be generated by the system. 5.5.2. Estimates for the maintenance cost of the solar canopy over its useful life and the identification of the department that will be responsible for maintenance. DRAFT 5.5.3. For solar canopies that will be integrated into other systems (e.g., battery storage, EV chargers, buildings, etc.), the estimates shall also include the costs for integrating into those systems and the additional benefits (e.g., cost reduction) associated with adding solar energy generation to the overall system. 5.5.4. Renderings of the finished project to show the planned location of the solar canopy and the design of the structure. 5.5.5. A shade study to show the impact of shade caused by the solar canopy on the immediate area. 5.5.6. Approval of the design by the Fire Department to ensure access for emergency services. 5.5.7. Approval of the design by the Department of Public Works to ensure feasibility of snow removal services and utility access (e.g., sewer, water, stormwater). 5.5.8. For projects in the Historic District, the design shall be developed in consultation with the Historic Districts Commission and receive their Certificate of Appropriateness (COFA) prior to requesting construction funding. 5.5.9. An assessment by the department responsible for the site of the impact of the solar canopies on the intended use of the site, showing that the solar canopy does not prevent the site from functioning as intended. 5.5.10. For solar canopies over green space, an assessment by Public Grounds that the canopy does not have a significant negative impact on the local vegetation. 5.5.11. An evaluation of other impacts of the solar canopies, including but not limited to, loss of parking and open sky benefits. 6. Construction Funding Requests 6.1. For projects that include solar canopies in the request for design funding, the request for construction funding shall include, at a minimum: 6.1.1. If the project team determines that a solar canopy is not viable for the project, the request for construction funding shall include all results of the solar canopy design effort and a justification for why the opportunity identified in the request for design funding is not considered viable. 4 DRAFT 6.1.2. If the decision is to install solar canopies, the request for construction funding shall include: 6.1.2.1. A life cycle cost assessment of the solar canopy generated using the Lexington Solar Screening Tool (Attachment A), using refined inputs gathered from the design process. 6.1.2.2. Estimates for the capital costs for the solar canopies, separate from the overall project. 6.1.2.3. The results of the design effort as described in Section 5.5. 7. Responsibilities 7.1. The Select Board (SB) is responsible for adopting this policy. 7.2. The Director of Public Works, Town Engineer, Director of Public Facilities, and the Sustainability & Resilience Officer are responsible for adherence to this policy, under coordination from the Town Manager. Other affected departments (e.g., Recreation, Lexington Public Schools, Conservation, Planning) shall be consulted, as appropriate, to ensure policy requirements are met. 7.3. The Sustainability & Resilience Officer is responsible for reviewing Capital Improvement Project (CIP) requests to ensure that opportunities to implement solar projects and other sustainable initiatives are appropriately considered and to support efforts to evaluate those opportunities. 8. Policy Revisions and Updates 8.1. No changes to the policy may be made without the formal approval of the Select Board. 8.2. This policy shall be reviewed by the Department of Public Works, the Department of Public Facilities, and the Sustainability & Resilience Officer for approval by the Select Board every three years or sooner as required to reflect current, best practices. Programs & Services • The Evening Drop -In Gym program at the LHS Field House will end for the season on April 171H • The majority of spring programs will begin over the next month. • Middle school students will be able to participate in our SOAR summer day camp this year as the age range has expanded to include ages 12-14. In previous years, the age range for this camp was ages 5-12. • All summer leadership staff positons have been filled. Recruitment for select employment positions continue and staff will be meeting with summer volunteer applicants in the coming weeks. Parks, Fields, & Facilities Aquatics o Swim Memberships remain on sale for both Residents and Non -Residents for the 2025 season. o Weston & Sampson has been awarded the contract for Pre-season/Post-Season/On- call Maintenance Support at the Town Pool. Weston & Sampson has provided these services since 2020. o DPW began preparing the Town Pool for the season by taking off the cover at the Garrity Pool on Thursday, April 3rd. With a pool now visible, the Dive Pool lights will be on each day from sunset until sunrise for safety and security purposes. • Athletic Fields o The natural grass athletic fields opened for the season during the week of March 31St o The public restrooms at the Center Recreation Complex and Lincoln Park are tentatively scheduled to open during the week of April 7th. Portable toilets were delivered to these two parks on Friday, March 14th and to six other parks (Adams, Bridge, Clarke, Diamond, Estabrook, and Harrington) on Monday, March 24tH o DPW is aiming to install the outfield fence between the Center #1 baseball field and the Center #2 softball field during the week of April 711 o Repairs in the goal mouth areas at Lincoln #3 are scheduled to take place on Wednesday, April 23rd. • Hard Court Surfaces o The resident tennis/pickleball memberships have sold out for the 2025 season (130 adult tennis, 52 senior tennis, 39 adult pickleball, and 54 senior pickleball for a total of 275 memberships sold). o The Battle Green Tennis League season will begin on Monday, April 211t. Article 10(h) seeks support and funding from the Town of Lexington for the construction of new athletic fields at the Old Harrington School (current Central Office). In all honesty, Article 10(h) comes at the perfect time. With the construction of a new high school on the horizon combined with the fact that the Town of Lexington already faces a significant field deficiency based on interested users and available hours. It is imperative and essential to the continued daily operation of the Lexington Public Schools and our high school interscholastic athletic programming to continue to build and improve our current field inventory and infrastructure. Without new construction and improvements to current fields, the Lexington High School athletic teams and programs will struggle with sustainability in the 2026-2027 academic year and beyond. Our current programming will face SIGNIFICANT hardships when the Town of Lexington begins construction for a new Lexington High School. Entering into a construction project that would help to reduce these deficits and hardships would ensure we can continue to provide healthy and safe opportunities for children and student -athletes in Lexington through both community based programming and educational athletics through the Lexington Public Schools. We know that physical and mental well being are essential to healthy youth and development. The risk of losing or changing the current athletic opportunities available to our young people in the Lexington community is frightening but also real and significant, should Article 10(h) NOT pass in the coming weeks. With the construction of a new high school on the horizon, we are at a crossroads relative to the impact we can make on the youth in our community. All of the variables relative to construction and the changing landscape in learning are completely out of the control of our students. It is incumbent on us as adults to ensure they do not pay an additional price due to lack of funding for fields and available playing surfaces in the Town of Lexington. We quite literally owe this to our current and future young people. The Lexington Public Schools understand and wholeheartedly support the requests for capital projects by the Recreation Committee. Their work is based on what meets the needs of the most stakeholders in the community. LPS has felt heard and valued during the discussion process and without hesitation urges Town Meeting Members to support the Lexington Recreation Department's request for funding for Article 10(h) in FY26. The Lexington Recreation Committee and its constituents worked diligently on the enhancements at Lincoln Park and the outcome of that three year project will prove to be MONUMENTAL to the continued growth and development of both the athletic programs in the Lexington Public Schools as well as all of our athletic and recreation programming in the community. We believe that a new field complex at the old Harrington School could be similar to the detailed and impactful project at Lincoln Park. Increasing equity and access to more students and children in our community is at the forefront of our conversations in Lexington. Increasing the number of playing spaces in Lexington is essential and this project at Harrington could work to meet those very needs and demands. There is no doubt the passing of Article 10(h) would be a WIN for Lexington's future. Regardless of the new high school project, The Town of Lexington already faces a significant field deficiency based on interested users and available hours. Without the support and funding for Article 10(i), our interscholastic programming will not be sustainable at the current level during or after school construction. Replacing the current playing surface at Lincoln #3 in FY26 will ensure we can continue to provide healthy and safe opportunities for children and student -athletes in Lexington through both community based programming and educational athletics through the Lexington Public Schools. The Lexington Recreation Committee and its constituents worked diligently on the FY24 field replacement project at Lincoln Park #1, and light installation at Lincoln #1 and #3. The outcome of that project has been MONUMENTAL to the continued growth and development of both the athletic programs in the Lexington Public Schools, but in all of our athletic and recreation programming in the community. We look forward to continued improvements at this invaluable athletic and recreation resource in town with the replacement of the turf at Lincoln #2 in the Summer of 2025. The solution to replace the turf at Lincoln #1 in 2024 and Lincoln # 2 in the upcoming summer of 2025 with BrockFILLTM is one that we can all be proud of. BrockFILLTM is sourced and made in the USA from sustainable tree farming of forests grown for the construction, paper, biofuels, and animal bedding markets. There is zero waste in the manufacturing process and no disposal hazards at the end of the artificial turf field's life. Wood is even suggested by the Consumer Products Safety Commission as a preferred impact layer for surfacing in children's playgrounds. BrockFILLTM also poses no issues related to human health or environmental exposure according to a comprehensive report by an independent third -party test laboratory. When looking through the lens of interscholastic athletic programming and physical education class use, it is undeniable that improved surfaces to go along with the newly completed lighting project is beneficial to hundreds of students and student -athletes in the Lexington Public Schools. Allowing equity and access to more students and children in our community is at the forefront of our conversations in Lexington. Improving these highly trafficked facilities with a product that will SAFELY meet the needs and demands of more Lexington students, student -athletes and community members as a whole now and in the future is a WIN FOR EVERYONE! These concerns include the use of plastic/artificial/synthetic turf and the impacts on our environment and on our health related to that use. Specifically, the heat that radiates from the turf making it unsafe to play on, the lack of safe and appropriate end -of -life disposal options, the dispersion of microplastics from the fields, and the migration of toxic substances from the turf resulting in undesired exposures. The Lincoln Field Working Group (the Working Group) was formed in 2023, with representation from municipal staff and residents on Town boards and committees, including recreation, health, and sustainability. The objective of the group was to ensure that health, safety and environmental concerns associated with artificial turf were considered along with the functional needs of Lincoln Field 1. Using Town resources to parse these technical and health issues was an important addition to the information provided by consultants. This approach worked well. The Town's Sustainability and Resilience Officer, DPW Director, Health Director and Health Board Chair, and Sustainable Lexington Committee members worked with the Town's Recreation Director and Recreation Committee members to identify artificial turf field components that reduced these potential impacts and satisfied the functional needs of the Town by using the best, currently available approaches. The Working Group, assisted by residents' health and environmental expertise, began addressing concerns related to health, safety, and environmental impacts while still maintaining an artificial field over the closed landfill at Lincoln 1. For the replacement field at Lincoln 1, Brockfill, specifically designed to improve traction and reduce the heat on the artificial turf without the toxic chemicals in crumb rubber, was selected as infill. While this infill material will increase/change some maintenance requirements and could affect field playability during the particularly cold/wet times of the year, the Working Group's consensus was that these potential impacts to athletic operations are acceptable given the very considerable health, safety, and environmental benefits of not using crumb rubber infill. That the Working Group worked together to identify and recommend a safer alternative is a significant step forward for Lexington. The Group also identified improved disposal, disclosure, and testing requirements aimed at learning more about the artificial turf field components. Requirements were also defined in the specification to avoid the most problematic disposal options. 1. Improved disposal requirements included: a. The contractor shall provide a full, detailed accounting of the fate of removed turf materials. b. Waste disposal through incineration or waste -to -energy is not permitted. c. 'Advanced recycling' or 'chemical recycling' are not forms of actual recycling and are not permitted. 2. Requirement to disclose use of toxic materials in turf components. Page 1 of 4 Working Group Memo — March 3, 2025 3. Improved testing requirements to include synthetic organofluorine substances that include the MA regulated per and polyfluoroalkyl substances (PFAS) and those that are not regulated in MA. To accomplish this, total organofluorine (TOF) analytical test results were required for informational purposes. Lincoln 1 Field replacement was completed in Fall 2024 and the Working Group again convened over 12 meetings between November 2024 and February 2025 to review the results of testing and disclosures from the Lincoln Field 1 replacement and to improve specifications for the resurfacing of Lincoln Field 2. Town consultants (Activitas) were present at all of these meetings. First, the Working Group agreed that the natural wood infill (Brockfill) should continue to be specified for the Lincoln Field 2 replacement. Next, the Working Group reviewed two memos from Activitas (dated Nov. 1 and Nov. 20, 2024) summarizing the completion of the Lincoln Field 1 replacement. The memos include letters from the company that hauled away old turf field components, Trident Transport, and from the artificial turf manufacturer, TenCate. The following issues were raised by members of the Working Group after reviewing the information provided: 1. The report documented that there was "no" PFAS in the turf on the basis of a reporting limit that was 600 times higher than that requested in the specifications. This means that the test conducted was unable to "see" PFAS in the product. It does not mean that PFAS was not present, as reported. The PFAS was non -detect. 2. The TOF tests appeared to be conducted by the turf manufacturer, TenCate, not an independent testing lab. The results lacked necessary Quality Assurance/Quality Control documentation. Without that documentation, there is insufficient evidence that the test results are reliable. 3. The PFAS use disclosure letter from the manufacturer did not meet the expectations of all Working Group members. 4. Despite claims from Activitas that turf components can be recycled, there is no credible evidence that mechanical recycling of artificial turf is happening or is viable. In fact, the only 'recycling' that the TenCate artificial turf manufacturer refers to on their website is the possibility of 'advanced -recycling' in the future, which is expressly prohibited due its reliance on toxic incineration. It may be possible to re -use some of the material for some time, but the only proper final disposal method for artificial turf is in a well -lined landfill. 5. The accounting of the fate of the removed turf components that was provided did not meet the expectations of all Working Group members. It did not include the address and name of the property owner where the removed carpet, infill, and pad were deposited in Connecticut. It also provided no commitment from the new owner of the material as to how they will dispose of the material in the future. It provided only information from the hauler that the material was deposited in the municipality of Norwich CT (06360). Page 2 of 4 Working Group Memo — March 3, 2025 The Working Group agreed that improvements to the specification for Lincoln Field 2 were necessary in order to obtain the information needed to truly assess concerns about the content of new turf components and the disposal of old turf components. Changes were made to the PFAS disclosure requirements and to the disposal reporting requirements, including clearer requirements for address, property owner, contact information for the destination of all removed turf components, as well as clearer specifics for PFAS testing requirements, including the use of Extractable Organo Fluorine (EOF) and EPA Method 1633 (which measures 40 PFAS). With regard to improving testing specifications, the Working Group's efforts became increasingly difficult. The Director of Recreation informed the group that certain procurement rules prevent the Town from requiring testing for informational purposes, that is, for the purposes of understanding the content of the material used by contractors. They were told that the Town could only require testing and the reporting of those test results if the contract required that certain levels be met, i.e., an "evaluative" condition. Any test results for informational purposes had to be voluntary. As neither the TOF nor the EOF test was required for the purpose of making a decision about using the material or not, it could not be required in the Specifications. Activitas suggested using 'rejection levels' for test results, so that testing could be required, but experts in the Working Group suggested that the levels were not applicable and did not support using them. Some members of the Working Group recommended that by only using EPA Method 1633, the method that tests for 40 of the >12,000 PFAS compounds would result in conclusions that no PFAS were present, which is highly misleading. Others recommended that the testing be performed to show compliance with that standard. Despite these difficulties, the Working Group remains committed to learning as much as possible about artificial turf and requests to work with Town Counsel and the Procurement Department to identify ways in which the Town can get accurate and useful testing results. The materials used in plastic/artificial/synthetic turf fields and the approaches to manage and assess those materials continue to evolve rapidly as does our knowledge about how to protect the environment and public health from real and potential impacts and financial costs and legal liabilities. The Working Group would like to continue to support future projects and to annually assess the potential for public health or environmental issues, including the growing concern about the dispersion of microplastics from artificial field components. We anticipate that the specifications for the Lincoln Field 3 artificial turf field resurfacing project can, if approved, be strengthened so that the result is ever greater functional performance and reduced public health and environmental impacts. After our in person meeting a few weeks back and re- considering the future new school location/construction we have decided to invest in improving the current cage. This will consist of mainly the same type of work from Jeff Heisner plus some fencing improvements. Our priority will be to improve the drainage and safety while ensuring the fencing keeps any animals out the netting. We think this solution will be preferable to all. After our in person meeting a few weeks back and re -considering the future new school location/construction we have decided to invest in improving the current cage. This will consist of mainly the same type of work from Jeff Heisner plus some fencing improvements. Our priority will be to improve the drainage and safety while ensuring the fencing keeps any animals out the netting. We think this solution will be preferable to all. Jeff will be able to get started on this work starting March 24. We thank you for your help and guidance in this project. Lexington Recreation Committee and Lexington Recreation Staff, The Lexington Pickleball Club would like to thank Claire Sheth and Peter Coleman for their continued guidance and understanding as we work together to find solutions to improve and grow the town's spaces. We appreciate the collaborative intention to accommodate the demand and interest of town residents to build community and play pickleball. Since we last met, LPC has continued to pursue possible solutions and are providing the following update on our progress, specifically with the Adams Courts relining project. LPC has met with several vendors to discuss relining, crack repair, and potential fence modifications. Some of these vendors have previously worked with Lexington Recreation, which has helped streamline the process. Peter has provided LPC with parameters and requirements for vetting the vendors, and we are using that guidance in our evaluations. • In addition to the. required fence work—specifically the removal of the W" structures—LPC is pursuing a simplified relining plan. This would involve adding new pickleball lines for six courts on the existing tennis surface. The new lines will be a non -black color to help delineate pickleball court lines from tennis court lines. This option maintains the original tennis court colors and lines which means that while tennis play will still be possible, pickleball players will have a visually confusing experience. The current court surface has developed numerous cracks and concave areas, and we've observed that they are worsening. LPC is obtaining quotes for crack repair; however, depending on timing and cost LPC may recommend to defer this work. LPC is not pursuing a full resurfacing at this time. In our view, Adams—like Valley—has reached an end -of -life condition, and LPC plans to work with the town on a more comprehensive resurfacing project in the near future, though not this year. LPC is grateful for the continued support from the Lexington Recreation Committee and both Peter and Melissa in helping move this project forward. LPC plans to deliver a solution presentation at the next Recreation Committee meeting and is targeting implementation of a lining - specific project this June.
