7:01 pm.

AGENDA ITEM #2: Public Hearing regarding the partial building demolition (Additions) at 2

SUMMARY:
Paul Mahoney, Architect, explained that the proposed partial building demolition and addition plans for
the structure at 2 Mason St. He stated that the submitted addition plans has been reviewed and approved
by Peacock Farm Association. And the Peacock Farm Association approval letter was attached. The
materials of the proposed addition will match the existing structure.
The Commission reviewed the proposed addition plans and agreed that the proposed plans were
appropriate.
Historical Commission 1
Ms. Beals, 12 Peacock Farm Road, expressed her support of the additions.
HC COMMENTS:
The Commission reviewed and approved the addition plans as submitted.
MOTION:
Mr. Kalsow made a motion to find that 2 Mason Street was historically significant and to find the
proposed selective demolition and addition consistent with the character defining features of the
historic building. Ms. Fenollosa seconded.

Motion carried 3 to 0. Motion carried. All in favor.

SUMMARY:
William Harper, architect, and Scott Gilbert, Homeowner, explained the residing and all windows
replacement plans for the structure at 21 Fletcher Avenue. Mr. Harper stated that original house clapboard
siding, corner boards, frieze, bed molding and soffits will be removed for installing 3-1/8" wood fiber
insulation panels atop the wall sheathing and replacing all original components with similar materials. The
existing roof, crown, fascia, entry door, entry roof, and bay window exterior trim are to remain in place.
All windows will be replaced with Marvin Ultimate 2-over-1 Double Hung triple-pane windows.
Ms. Fenollosa stated that 115-year-old cedar clapboard can be restored.

HC COMMENTS:
The Commission approved the windows and shutters replacement except for residing. This hearing for

residing will continue to the next meeting held on May 21, 2025.
MOTION:
Ms. Fenollosa made a motion to find the building at 21 Fletcher Avenue was historically significant
and preferably preserved. Historical Commission approved the replacement of the windows
replacing in 2000 circa 2004 windows according to the plans and specifications presented to this

meeting held on April 17, 2025. Mr. Kalsow seconded.

SUMMARY:

Daniel Hisel and Connor Orlando, architect, explained that the proposed partial building demolition and
addition plans for the structure at 37 Peacock Farm Road. The submitted addition plans has been reviewed
and approved by Peacock Farm Association. The Peacock Farm Association approval letter was attached.
The Commission reviewed the proposed addition plans and agreed that the proposed plans were
appropriate.
Charles Inouye, 39 Peacock Farm Road, and Kevin Quinlan, 35 Peacock Farm Road, sent support letters
expressing their supports regarding this application.
HC COMMENTS:
The Commission reviewed and approved the addition plans as submitted.
MOTION:
Ms. Fenollosa made a motion to find that 37 Peacock Farm Road was historically significant and
preferably preserved, and approved the modifications based on the plans and elevations submitted

to this meeting held on April 17, 2025. Ms. Pursley seconded.

Motion carried 2 to 1. Motion carried. The majority in favor.
AGENDA ITEM #5: Continued Public Hearing regarding the Partial building demolition (Window
Sash Replacement) and approval of amending Historic Preservation Restriction dated January 25,
2010 at 110 Shade Street
This application was withdrawn as per homeowner Vikram Mittal’s request.
AGENDA ITEM #6: Continued Public Hearing regarding the Full Building Demolition at 321
Concord Avenue
APPLICANT (S) PRESENT: Albert Sreter, Attorney
ABUTTER(S) PRESENT: None

The Commission declined this full building demolition application. A 21-month demolition delay will be
put into effect.
