HomeMy WebLinkAbout2025-03-10-AHTBT-min Page 1 of 2 Affordable Housing Trust Meeting Minutes of March 10, 2025 10:00 am Hybrid meeting on Zoom and attended in-person in the Parker Room, Town Office Building Affordable Housing Trust Board Members present: Elaine Tung, Chair; William Erickson, Mark Sandeen, Linda Prosnitz, Tiffany Payne Staff present: Carol Kowalski, Assistant Town Manager for Development (left the meeting early) Ms. Prosnitz chaired the hybrid meeting and called the meeting to order at 10:17 am. Executive Session Ms. Prosnitz moved to go into Executive session under Exemption 6 to consider the purchase of real property. The Affordable Housing Trust Vice-Chair stated that an open session might have a detrimental effect on the negotiating position of the Affordable Housing Trust. Mr. Erickson seconded. The Trustees voted in favor of the motion 5-0-0, by a roll call vote (Erickson – yes, Payne – yes, Sandeen – yes, Tung – yes, Prosnitz – yes). Ms. Prosnitz stated that the Trust will reconvene in the open session after the Executive session. The Trustees exited the regular session at 10:22 am. The Trustees reconvened in regular session at 11:58 am. 1. Approve Meeting Minutes The meeting minutes approval was postponed to next meeting. 2. Chair, Select Board, Board/Committee Liaison and RHSO/staff report Ms. Prosnitz stated for the Housing Partnership Board liaison report that the Board has been discussing Special Town Meeting Warrant Article 2. 3. Special Town Meeting Warrant Article 2 The Affordable Housing Trust discussed the compromise amendment for Article 2 which was presented to the Trust by Dawn McKenna, one of the proponents of the Citizen’s Petition. Ms. McKenna elaborated on the details of the compromise amendment that was being uploaded to the Planning Board website. The compromise amendment, developed in conjunction with the Planning Board, removes certain parcels from the zoning proposal while keep ing others, adjusts density and height limits, and maintains inclusionary housing requirements. The Trustees expressed concerns about potential limitations on future affordable housing opportunities due to reduced density limits. Page 2 of 2 The Trustees will review the compromise amendment and agreed to further discuss the proposal and take a formal position at the next Trust meeting. 4. Adjourn Mr. Sandeen moved to adjourn the Affordable Housing Trust Meeting. Mr. Erickson seconded. The Trustees voted in favor of the motion 3-0-0, by roll call vote (Payne- yes, Erickson- yes, Tung- yes) The meeting adjourned at 12:21 pm.
