HomeMy WebLinkAbout1977-02-10-TCC-min.pdf TOWN CELEBRATIONS COMMITTEE February 10, 1977 PRESENT Chmn Barnes, Mr Gaughan, Mrs Litchfield, Mrs Mitchell, Mr Turner Mr Brenchick, Mr Flynn, Mrs Hazel, Mr. Fitzgerald Chief Marshal David Bean, Capt Lima (police) , Mr Mazerall(DPW) Paul Jenkins, Mrs Edith Danforth(Lexington Emblem Club-Elks) MINUTES of the meeting of January 27 were read by Mrs Mitchell These minutes should state that the Minutemen have always issued invitations to the Colonial units Other corrections will be in order at the meeting of February 17 when printed copies are available CORRESPONDENCE Chmn. Barnes read the following letters From the 468th Engineer Platoon(firefighting) , U S. Army Reserve, Danvers - a request to march on Patriot's Day accompanying firefighting equipment. From the Spirit of '76, Ancient Fife & Drums, Holyoke - a letter regarding parade participation. Letters regarding participation by the West Parish Militia, Saugus, The Royal Columbian Drum Corps, Chicopee, and Norwich University were also read A letter from Town Clerk Mary McDonough regarding the provisions of the Open Meeting Law as applied to subcommittees was also read Mrs Litchfied reported a call regarding parade participation which concerned participation by horses and riders After discussion, it was agreed that the TCC will hold to past practice and refuse to allow horses in the afternoon parade Mr Brenchick reported that he had spoken with Mrs Scalese regarding the request that her son (and friends) might ride their battery-powered small cycles on Patriots Day He has ascertained all details regarding size and type of vehicle, speed, age of participants, etc and feels that these youngsters, accompanied by adults, would be an appropriate addition to the morning youth parade They would join the group at Munroe school ARRANGEMENTS - POLICE & DPW There was a brief review of past parade and scheduling problems and practices, the TCC will follow both the time and route schedules used in 1976 Since this year's parade will certainly be smaller than that of last year, provision for assembly area parking, traffic routing, etc should pose no particular problems. Capt Lima will have officers along Follen Road just beyond the Sacred Heart rotary to make sure that busses stop there only briefly to discharge their passengers before proceeding to the High School parking area. There will be no parking along the parade line of march aside from that which will be arranged for the handicapped and which will be restricted by some type of pass arrangement Pre-parade publicity will take note of this, as well as the fact that bicycles are not to be ridden along the parade route. Mr. Flynn added that it would be most helpful if an officer would help keep the reviewing stand open to invited guests only as well as prohibit climbing around and under the stand The Reenactment is set for 6AM, morning parade at 7 30 All, DAR ceremonies as usual The status of the Lions Club road race is indefinite, as is that of a pre-parade luncheon and traffic and transportation arrangements necessary for these two affairs. The afternoon parade steps off at 2PM. Reenactment crowd control will be discussed on February 17 when it is hoped an official liason representing the Minutemen will be present. However, Capt Lima commented that police would be available as traffic officers - there are not enough men available to replace the colonial pickets around the Green Mr. Mazerall will make arrangements for placement of the reviewing stand, roping, etc. Before leaving, Capt. Lima mentioned possible parade participation by individuals interested in or associated with the Pop Warner Football League The TCC was most pleased and encouraged him to pursue this possibility. Town Celebrations Committee - February 10, 1977 page 2 FLOATS Mr Brenchick will handle all float publicity and arrangements, the TCC was most pleased to welcome Mrs Danforth who had come both to listen to Committee plans and inquire regarding float regulations. Mr. Brenchick explained them briefly before the full committee chose a theme for the 1977 parade Acting upon the suggestion of Mr Turner, the TCC adopted a phrase from President Carter's Inaugural Address as being suitable The 1977 Theme is Fresh Faith in an Old Dream" and was adopted upon a motion made by Mr Gaughan and seconded by Mr. Flynn. BUDGET The committee discussed the allocation of available funds It was agreed that Mr Flynn and Mrs. Mitchell would review the applications available prior to the February 17 meeting and list those which might fit in a budget for hands, drill teams, etc. of $2500-$2750 This will give a working basis for decisions regarding actual invitations issued, sources of additional funds if needed, etc Mr Fitzgerald commented that any approach for funding by either local businesses through the Chamber of Commerce, or by other groups, such as service clubs, should be undertaken as soon as possible if there were to be any likelihood of success. The TCC is, however, cognisant of the fact that the 1977 parade will be of a much more "normal" size, since there will probably not be large numbers of colonial groups available, and military participation will also be minimal FLAGPOLE AND FLAG-RAISING Chmn Barnes will speak with the Selectmen shortly to determine their wishes in this matter Respectfully submitted, Ruth Mitchell, Recording Secretary
