Wilson, Staff Prentiss, Halverson, Reporters Hinkle from Minuteman and reporter from Independent; Margaret Coppe, Preschool PTA, Robert Hutchinson, Manager. Manager Hutchinson attended the Recreation Committee meeting as a gesture of communicating with the Boards and lending any support they might need. The Manager clarified that the Board of Selectmen were the approving and appointing authority,and policy is set through them. The goals of the Board included tax stabilization, employee development, and environmental quality. He felt- it would be good for the Committee to look at these goals with Recreation in mind. The Rec Committee stated that they wanted to communicate with the Board at times other than when budget or capital expense plans were being discussed. The Manager spoke of the impact of Proposition 22 adding that there was a freeze on hiring and a pull-back on nonessential expenses. He felt that recreation played a vital role as part of the environment of Lexington. In talking fees, he indicated that the Town was considering having a sewer, water, and refuse fee and implied that Rec should relook at their fees. He recognized that Recreation provided services which might not be economically affordable to those who most need it. This thought should be considered in developing or increasing any fees. Capital Expense Projects• Manager suggested we look at what we really want and come in with that request. Reminding us to estimate the impact on the tax rate as well as consider income. He supported the concept of maintaining existing resources before adding on any new facilities, i.e. Res and tennis courts. Regarding our concern for school buildings being closed, he felt that there has to be a way to keep them open. They are owned by the Town - not by the school or the administration. He suggested we get together with DPW and discuss our cuts. Also he wants us to present fees we generate and net it with the expenses of the program. We should also present DPW and school costs in our budget. After the Manager left, the Rec Committee was asked to give some direction to staff in making cuts.
