HomeMy WebLinkAbout1981-07-HATS-chg.pdf 5,450/ SCOPE OF WORK FOR THE HANSCOM AREA TRAFFIC COMMITTEE (7f �.r As evidence of their concern about tr • i:- '40 •. • al roads in he Hansc6th Field area (including, but not limited to Rt. 2A in Lexington, Concord and Lincoln; Rts. 4 & 255 in Bedford and Lexington; Rt. 62 in Bedford and Concord, Hartwell Avenue in Lexington; Wiggins Road in Bedford; Virginia Road in Concord and Hartwell Drive) the Boards of Selectmen in Bedford, Concord, Lexington and Lincoln have authorized the formation of the Hanscom Area Traffic Committee (HATS) . Thi group will be comprised of no more than 3 representatives from each town - a Selectman, a Planning Board member and, if desired, an at-large member. HATS shall focus on shorter term traffic congestion solutions, keeping in 'mind the eventual solution may well be the Hartwell Connector off Rt. 128 in Lexington or a full scale Rt. 2 upgrade in Concord and Lincoln. Our recommendations should, therefore, be compatible with any such major solutions. HAT will report back to the Boards of Selectmen in the four towns after the initial two months of study (the end of the inventory period) . A final report containing their recommendations will be due to the Selectmen approximately four months later. It shall assign responsibility for each action step proposed and establish a timetable for their accomplishment. Their specific tasks should include -- (1) Inventory and analysis of traffic problems in the area. (2) Inventory and review of previous traffic studies or proposed solutions to traffic congestion in the area. (3) Identification and review of current efforts for traffic solutions in in the area. (4) Identification and utilization of resources in both the public and business sectors which might be available to this four town effort, including industry sited in the area, the Hanscom Field Advisory Commission, Massport and other public agencies as well as our state and federal law makers. (5) Development of road solutions (new construction as well as upgrading) using as criteria development of a coordinated road system that minimizes impacts on other towns in the process of solving the local problem. (6) Development of measures to balance growth and traffic flow in the area while upgrading the road system to accommodate its growth potential . Such measures would include industry's encouragement of van and car pooling and some form of flex-time. (7) All meetings shall be open and posted. Solicitation of input from citizens and business leaders in the affected area throughout the process -- both by personal invitation and through widely publicizing the activities of the Committee and requesting comments. (8) Preparation of the final report outlining specific recommendations including a memorandum on funding sources, degree of local support for each recommend- ation and ease or difficulty of implementation; as well as a timetable for `> achievement shall be filed with the Board of Selectmen approximately 4 months after the interim report. 0/ Adopted ..,,( 1 .
