HomeMy WebLinkAbout1980-12-03-HFAC-rpt.pdf November 3, 1980 Mary Miley, Chairman Lexington Board of Selectman Town Office Building Lexington, Mass. 02173 _ Dear Mrs. Miley: I am enclosing herewith the Hanscom Field Advisory-Committee's recommendations for implementation of Chapter 290 -- An Act Establishing the. - __Hanscom Field Advisory Commision at Laurence G. Hanscom Field. It isour hope that you will act on these recommendations within the month so that the Commission can beginto deal with important Hanscom issues, including the Noise Rule Review. We feel that our success in recent months has come about because of the dedication of HFAC members. This dedication has taken the form of regular attendance at meetings, sub-committee assignments, outreach to communities and groups, and most especially, in the spirit of cooperation and compromise which has prevailed. Since we will need this same dedication to properly monitor and work during the Noise Rule Review Period, we recommend that those members of HFAC who have been especially involved in our present efforts and who fit into a category of the Law continue as members of the new Commission. Using the same criteria of a willingness to participate actively and cooperatively and to represent their constituencies fairly, we have interviewed candidates for the remaining categories and submit their names as well . Members of HFAC from the aviation community have identified and interviewed the people now recommended for the aviation slots. The Boards of Selectmen in Acton and Carlisle have been asked to name their designees should their Towns be approved. A letter from the Acton Board of Selectmen naming their designee is attached. The Carlisle Board of Selectmen has selected a designee and will vote on her appointment on November 5. They will forward the results of that vote directly to you. Officials of the Meriam Hill Association and the North Lincoln Association have informed me that they wish to continue to be represented by their current HFAC members should their appointment be approved by you. The Board of CAPA has written directly to you regarding their candidate. (Copy attached) Obviously there are other organizations and businesses concerned with Hanscom matters who are not represented at this time. Representatives from the North Lexington Association, the League of Women Voters, the Town of Burlington, Millipore, Executive Flyers, Boston Chapter of the Experimental Airplane Assocation and Jenny Beachcraft have all attended meetings from time to time. AN ACT ESTABLISHING THE HANSCOM FIELD ADVISORY COMMISSION AT LAURENCE G. HAN- SCOM FIELD. Be it enacted, etc. , as follows: SECTION 1.. Notwithstanding any special or general law to the contrary, the Hanscom Field advisory committee, created by an executive order on July eighteenth, nineteen hundred and sev- enty-four, to review existing and projected activities at the Laurence G. Hanscom Field, hereinafter referred to as Hanscom Field, and to work closely with the Massachusetts Port Authority is hereby established as the Hanscom Field advisory commission, hereinafter referred to as the commission. The commission, shall consist of a representative from the four towns of Bedford, Concord, Lexington, and Lincoln, each rep-. resentative to be appointed by the selectmen of their respective town. Al] other representatives on the commission shall be _ appointed by a majority of the boards of selectmen in said four towns. Two such representatives shall be appointed from each of the following categories: (1) local citizen groups concerned with problems related to aviation and transportation; (2) area- wide organizations concerned with the environment, transporta- tion planning, aircraft noise and land use and development; (3) other area towns impacted by aviation at Hanscom Field; (4) businesses basing aircraft at Hanscom Field; and (5) avia- tion or aviation-related businesses at Hanscom Field. In addition thereto, there shall be appointed in the same manner, one rep- resentative from a business-aviation organization and one from a general aviation organization both of whom shall be a regular user or employee of a regular user of Hanscom Field. One-third of the commission members shall be initially ap- pointed to serve for terms of one year, one-third for terms of two years, and one-third for terms of three years, and each member shall be appointed thereafter for a term of three years. Each commission member shall serve until the qualification of his or her successor, and vacancies shall be filled, for an unexpired term by the appointing authorities. Any appointive member shall be 'eligible for re-appointment. The chairman shall be a resident of one of the four towns abutting Hanscom Field and shall be chosen annually by vote of the members. All members of said commission shall serve without compensation. Legislators rep- resenting the said towns shall serve as advisory members of the • commission. Members of other towns or organizations having an interest in Hanscom Field may serve in an advisory capacity. SECTION 2. The Hanscom Field advisory commission shall have the following duties: (1) to act as an advisory commission for review and reaction with regard to decisions relating to Hanscom Field and the Hanscom Field area, including but not limited to, land use, noise abatement and transportation needs as outlined in the Hanscom Field master plan; (2) to provide continued communication between the communities surrounding Hanscom Field and the Massachusetts Port Authority; and (3) to establish an executive committee of members within the com- mission.
