In the first segment , '-Kevin Lynch and John Messervy (Carr ,
Lynch Associates) addressed the major HFAC criticistns •of their

John Haggerty, Chairman of the Noise Rule Subcommittee ,
reported on progress the group made as a result of two meetings
The Subcommittee' s objective is to maintain "status quo" with
regard to noise , and to push for a progressive noise rule package
The Subcommittee is pursuing various options (a) a slot system,
(b) Part 36, (c) Part 36 at night , (d) preferential runway, a4nAm4.
Haggerty stressed that the noise contours are the result of a
very limited part of fleet using Hanscom He also noted other
factors affecting Hanscom In discussion , the coordination needed
with FAA and tower was noted

Claire Barrett , Massport Noise Abatement Manager, commented
on the timetable for Hanscom Noise Rules and Regs , draft rules
should be available by mid-March and public hearing on Draft
to be held in mid-April
There will be a meeting with the towns on draft alternatives ,
most likely in a consolidated meeting with HFAC There was also
discussion on user survey to identify what types of aircraft can
be expected at Hanscom
HFAC would like Bill Coleman to attend February meeting to
give his views on agency philosophy regarding Hanscom
The discussion moved on to whether the Noise Rules should be
experimental , such as a slot system, or whether more standard
techniques should be employed That is still an open question
Due to time constraints , Walpole' s report on the Legislative
Subcommittee was postponed A special meeting to deal with legis-
lation and by-laws was set up for January 22
Other items discussed and actions taken on January 8 were
o approval of minutes of last meeting
o comments on Pneumo audit
