Meeting on Tuesday, October 13, 1981
Present: Ch. J. Rooney, A Green, L. Tropeano, R. Weinstein, B. Lucknann, S. Goodwin,

The meeting was called to order at 5:01 pm
Rooney introduced Town.Manager, Hutchinson. Hutchinson discussed the position of
the Town in relation to the results of Proposition 21 and what effects this would have
on the budget of the Council on Aging. The CoA was urged not to exceed a 5% increase
when proposing its budget.
Wm. Spencer was introduced. He presented an architect designed proposal for the use
of the Muzzey School. It is proposed that it be a multi-use building with housing
for both elderly as well as mixed housing use. It will also contain space for the
CoA and possible` office space for other compatible agencies. The Town has not turned
over the building to the Housing authority and will not do so until the conversion plans
are firm.
There will be a meeting on October 28th in Estabrook Hall at 8:00 pn to discuss the
conversion of Muzzey School. All are welcome and are asked to attend. Rooney and
three CoA members will attend.
MOTION: Moved, seconded, and passed unanimously that the CoA back the Housing
Authority proposal for the use of the Muzzey School for a Senior Center.
Committee Reports: Ruth Sawyer, the Coordinator of the Mels on Wheels Program,gave a
detailed report on how her program functions and the value of it to the clients
wham it serves. There is a great deal of dedicated involvement on the part of
the volunteers who help in the packing and delivering of the meals. It is a
valuable tool for daily contact with housebound clients as well as helping then
nutritionally.
MOTION: Moved, seconded, and passed unanimously to accept the minutes of the
previous meeting.

-=MOTION: Moved, seconded, and passed unanimously to accept the treasurer's report
as presented.
Staff report:
The fund raising raffle which the Friends of the CoA ran cleared $1609. This noney
is in the treasury of the Friends of the CoA and will be used in an appropriate manner
for needs of the CoA. Many thanks to Mary McDonald for a job well done.
Congregate meals are now being catered by Servomation, a bid which they won over
Seilers, the previous provider. The cost is till $1.00 to our clients with the Town
making up the difference of roughly 60 per meal. The cost is about 15< less per meal
with the new provider. We still have no assurance that the Federal money will be
forthcoming to help pay for the commodities.
The CoA is continuing to rely: on volunteers to help with the Congregate Meals
Fl.uyL cu« and with the Energy Program. Our Senior Aide has been placed in Concord
and we will not have her services until the middle of December.
The CHurch of Our Redeemer has not given us the new rent figure.
A telephone line has been installed for the exclusive use of the Energy pJ ,.cu«. The
number is 863-1625.
The Friendly visitor program will be getting under way again. We have need for at
least 20-25 visitors and at this time only three volunteers showed up at the Fall
meeting to get the program underway. Don Frost from MVMH is working with the
High School volunteer visitors.
(It was necessary for Rooney to attend another meeting and Sen took aver as
moderator of the meeting.)
Minuteman Publications has refused our request to have a regular weekly calendar
in their newspaper.
The Energy Assistance Pi.vyl.ca« will be directed by Shirley Goodwin until our Aide
Betty Mangan, can take it over. There is a delay in the startup of this program
and the CoA has many daily calls from anxious citizens. There is less money available
this year and it is not allocated on a percentage basis to each town.. It is first come
first served throughout the State until the money is exhausted. This puts pressure
on each town to run a concentrated and efficient intake process.
Mary McDonald's husband has died. AL iate measures were taken to express our
sympathy.
Boar member, G. Harris, has married. The CoA will send a wedding gift to the Harris
couple.
NEW BUSINESS: The photograph of the CoA Board will be taken for the Town Report at the time
of the next Board Meeting. Please note: The meeting has been scheduled for
Tuesday, November 17th at 5:00 pm. Please be prompt. (This meeting is on the
third Tuesday of November.)
POTION: Moved, seconded, and passed unanimously to sponsor Connie Stohn's attendance at the
Outreach Program in Randolph at a cost of $35 which will be paid for by the Friends
of the CoA.

MOTION: Moved, seconded, and passed unanimously to sponsor another person from the office
to attend the Outreach Program in Randolph.
A discussion ensued re a four day congregate meal program. Based on a decision
to pursue a four day week the line item 27 would be raised to $8000 (208 meals) .
A question was raised as to what the rent would be. The CHurch will have to
be contacted.
MOTION: Moved, seconded, and passed to raise the line item 27 to $8000.
MOTION: Moved, seconded, and passed to raise line item 410 from $8900 to $9900.
MOTION: Moved, seconded, and passed to accept the budget as discussed.
There was one abstension.
MOTION: Moved, seconded, and passed unanimously to adjourn the meeting at 6:45 pm.
Weinstein announced that he will be resigning from the Board because he is wing to
California for two years.

THE NEXT MEETING OF THE COUNCIL ON AGING WILL BE HELD ON NOVE{ BER 17th (THE
THIRD TUESDAY) AT 5:00 PM
We hope for 100% attendance because the Board photograph for the Town Report
will be taken at the time of this meeting.
